Spatial Planning Of Chinese Cities & Counties Five-Year Plan: Theory, Methods, Examples

"Five-Year Plan" in the national planning system belongs to the strategic planning of prominent industry development. Cities and counties "Five-Year Plan" belongings to the basic-level planning of the executive-level "Five-Year Plan" of National Development and Reform administrative system that organizes and establishes.For a long time, because the academic community, government decision-making sector has been the "Five-Year Plan" as the guidance and control planning that concerns about the total economic and social development objectives, changes in the structure, adjust the speed, efficiency, and reduce the consumption, the spatial layout ideas and the technical methods in the context of the basic planning rarely reflect. However, the spatial property of planning involved in the basic elements of the economic and social development is very clear. So in 2003 National Development and Reform Commission has chosen administrative-level units Suzhou, Ningbo, Yibin, Qinzhou City, county-level administrative units Zhuanghe City, Anxi County as the "11th Five-Year Plan" system reform pilot, introduces the spatial way of thinking to explore the planning theories, new techniques of cities and counties "Five-Year Plan". Through Qinzhou, Zhuanghe city planning studies and establishes of the author's practice, the paper puts forward a theoretical foundation, technology method guiding systematically the spatial layout research and the establishment of "Five-Year Plan," as well as the basic principles of implementing spatial concept, the key spatial planning content - spatial concept, industry activity space, the basic thinking and technical methods of governing space research and planning.This paper is divided into seven main components.The first part summaries systematically the tradition and theory of our country "Five-Year Plan", the theory and technical methods of "spatial planning" that can learn from in the domestic, the "spatial" approach to plan that can learn from in the international community, clears domestic and international study status, sums up the experiences of "Five-Year Plan" spatial layout of cities and counties. The second part studies emphatically the basic model of "three rules coordination", from the point of views of building scientifically a national planning system, puts forward cities and counties "Five-Year Plan" is the basic planning position of prominent industry and the necessary requirement, technology logic, workflow and content design of strengthening the implementation of the spatial concept. The third part studies emphatically the spatial layout location theory that for cities and counties to guide the "Five-Year Plan", regional differences and association theory, traditional and modern theory basis of spatial structure optimization theory, and puts forward the basic principles of spatial layout. The fourth part summaries and studies the necessary technical methods of the data base infrastructure, spatial reasoning thinking, as well as analysis of the terrain, spatial suitability assessment of spatial layout based on GIS technology. The fifth part studies emphatically one important part of spatial planning -- (range) spatial development planning, (region) development concept spatial planning theories, methods, summaries generally the law of the concept spatial planning from the point of view of Zhuanghe and Qinzhou City examples. The sixth Part discusses emphatically the second important part of spatial planning --industrial activities spatial layout and organizational issues, studies "cross industry" sector planning and spatial organization methods and cases based on the status distribution area, suitable for the development district and planning layout area. The seventh part summarizes emphatically third important part of spatial planning -- the ideas and ways of governing spatial planning, studies comprehensive (principal) functional districts division and planning, (development) governing spatial planning and establishment, (restricted) governing spatial planning and enactment combining with the cases.This paper has important theoretical innovation value on the basic position of "Five-Year Plan," of cities and counties in national planning system, and the effective implementation of spatial layout concept, the concepts, theoretical system and technology method of spatial layout, as well as the concept space, industry activity space, governing spatial planning theories, principles and methods. It is an important practical significance for the guidance of the upcoming "12th Five-Year Plan" that the workflow, technical processes and analyzes the case in this paper.
