Research On International Operation Strategy Of China's Petroleum Enterprises

Contradiction of oil & gas resources supply and demand has been increasingly prominent in China. To obtain the overseas oil & gas resources has become more important for China's oil security and foreign policy. To implement the international operation is not only the objective requirement as an oil import country, but also the demand of sustainable development strategy.Through utilizing the theories of strategy management, international operation strategy management and multi-objective policy, this paper contructed the strategy system of international operation through analyzing the current condition, environment, investment benefit and risk of international operation of China's oil enterprises.This paper analyzed three development periods of China's oil enterprise international operation and current condition of China's three large oil companies, CNPC, SINOPEC, CNOOC, and compared the strategy character of three large oil companies. Through untilizing SWOT matrix analysis table, this paper analyzed strength, weakness, opportunity and threat of China's oil enterprise, combined all these environmental factors to develop the strength, overcome the weakness, untilize the opportunity and convert the threat, and put forward a series of optional strategic measures.This paper analyzed the politics, economy and resources of sixteen oil-produceing countries. Through utilizing Data Envelopment Analysis (DEA), this paper evaluated the investment benefit of 16 countries and put them in sequence from six aspects of political risk, economic risk, environmental risk, E&P cost, oil reserves and production, which can provide reliable proof for oil enterprise to make the right investment policy.This paper constructed risk evaluation system and model of China's oil enterprise international operation. The international operation is a complex system, which is influenced by many risk factors, and the seriousness of influence is different. The method of AHP and vague cluster analysis are induced into the international operation risk evaluation. This paper constructed the risk evaluation system and vague cluster model, which can provide reliable proof for oil enterprise risk evaluation.This paper constructed the strategy of international operation, which includes strategy objective, market orientation, entrance mode, strategic measure and safeguarding measures.Through practical research, this paper, first, analyzed current condition and advantage and disadvantage of international operation of Daqing Petroleum Administrative Bureau(DPAB); then analyzed the international operation risk, and achieved the sequence of entering different countries; then defined the strategy objective and market orientation; at last, put forward the strategy choice and safeguarding measures of DPAB international operation.
