Research On Medical High Level Talents' Acquisition, Retaining And Development Mechanism

Since the beginning of 90's,systemetic research on Human Resource Development and Management has been introduced in China.Only more than ten years later,research on human resourse has been one of the most concerned topic of government,enterprise,public service enterprise,organization and individual.The viewpoint that talent competition is the commanding height of all competitions has been accepted by mankind when the world competition is becoming increasingly vigorous.As one of the most important science,medical science promotes world peace and stability by studying human healthy and ensuring human capital appreciation.Nowadays,medicine has increased its value gradually.Until now, seldom research has been made on acquiring,retaining and developing of medical high level talents in China.Being a medical talent and medical management talent,the author has acquired the knowledge of two subjects by studying interdiscipline.Focus on medical high level talents,so it has become the most important key point of this doctoral thesis.In an early stage of research on human resource management,scholars paid more attention to productive enterprises,service firms and other high-technology enterprises.There are mainly three reasons for little concern to the field of medcine. Firstly,it is not definite about the attribute of hospital and other medical institutions. They are public institutions and enterprises as well.It is hard to control unfair competition if managed not on the basis of public institutions.On the other hand,it is no easy thing to enhance performance and stimulate the potential of doctors and nurses not on the basis of enterprise management.From the document retrieval relative to hospital human resource management,the author find that most of the research were mostly made by managers from medical schools,hospital managers and professionals,and few by the viewpoint of management.Secondly,the development of medical health system in China still fall behind advanced countries.The main reason is the shortage of high level medical talents.Thirdly,most hospitals and other medical institutions are so busy in curing patients that there is disjoint between clinic and research.Therefore,the main task will be how to attract,acquire,retain and stimulate high level medical talents in the field of medical science.Base on the consideration above-mentioned,the whole paper is devided into seven chapters.In chapter 1,the basic research problem has been put forward.In this part,the paper defines the meaning of talent,high level talent and medical high level talent,then point out that medical high level talent must be comprehensive talented personnel who does well in solid professional theory combining with practical experience in China.It has been analyzed about the rules of being talented of high level talent,including Phase Being Talented Rule,Practical Being Talented Rule, Counselor Being Talented Rule,Diligent Being Talented Rule,etc.This chapter also does research on competency quality model,which is very popular topic in the field of HRM.The author analyzes Eighty-Twenty rule Using Layer and does research on competency model using two-factor theory.In the last part of this chapter,the author makes research on the characteristics and reference of the high level talents development in nations and regions such as United States,Japan,Taiwanese.In chapter 2,it is mainly about relative literature research.The author derives the literature from five aspects.In the first place,the author makes literature review of Strategic HR Management.Then,conducts the analysis and review of competency model and quality appraisal theory about the acquisition of medical high level talents. Thirdly,retrieves vast literatures about fostering mechanism and developing pattern of medical academic leaders and executes synthetical analysis.In chapter 3,it is mainly about acquisition of medical high level talents.In order to attract high level talents,the paper does professional research from five aspects, including competency quality model,competent quality appraisal,selection method, introduction mode,professional title appraising,etc.Meanwhile,comparison research has been conducted about the high level talents introduction mode of Beijing Tiantan Hospital and Chang Gung Hospital in Taiwang.In chapter 4,it is mainly about retaining medical high level talents.Although many top talents had been introduced,they could not be utilized well.As a result,they flowed to other regions more developed or other hospitals equipped more advnaced. The paper explores negative effects of brain drain and several factors influencing the satisfaction of medical high level talents.The paper puts forward effective measures of retainning talents from the macroscopic and microscopic aspect.In chapter 5,it is mainly about developing of medical high level talents. Beginning with management mechanism,the paper suggests to help high level telents grow up quickly and stimulate their enthusiasm and creativity by paying attention to resource integration,offering several fostering channels and estabilshing perfect motivation mechanism including career planning.In chapter 6,it is mainly about questionnaire survey of medical high level talents. The paper carries out analysis of investigation results from seven aspects,including pesonal development platform,compensation and soft environmental construction.In chapter 7,it is conclusion and outlook of the paper.Several important strategies have been put forward about the construction of human resource function of medical high level telents.The stock and development of medical high level talents represent comprehensive medical health power of our country.They are essential conditions for improving health level and building harmonious social environment.The author wants to do overall research on the hot topic from human resource management and puts forward several constructive suggestions,making contributions to provide theoretical enlightenment and practical methods which can develop our country's medical high level talents.
