Research On Equipment Evaluation Of Petroleum Industry Based On Management Performance

Petroleum industry is the foundation industry and the strategic industry of national economy. As an industry with intensive capital, it has a huge investment of equipment property, which is the material technical basis of existence and development to petroleum industry, so the equipment management takes up an important position in the management system of petroleum industry. Under the new background that the national economy of our country presents more urgent demand to the sustainable development of petroleum industry, digging potentiality and enhancing efficiency of petroleum industry are imperative under the situation, which sets a higher request to oil equipment management.In view of this, this paper proposes the system of equipment evaluation of petroleum industry based on management performance, and carries on evaluation to oil equipment from multi-angles of view, multi-level and omni-direction, in order to provide the effective policy-making support for improving the equipment management of petroleum industry enterprises.The paper takes foreign reference of equipment management of petroleum industry together with the present situation research of our country as a starting point, summarizes the successful experience of equipment management of the US, Japan, Indonesia, Singapore, and so on, and analyzes the actuality of equipment management and equipment evaluation of our country, providing decision-making reference for petroleum industry enterprises to improve equipment management.The paper constructs the evaluation system of oil equipment based on management performance; Defines the connotation and status of oil equipment evaluation based on management performance; Thoroughly analyzes evaluation mechanism based on management performance from the aspects of driver, function , characteristic; Proposes the two-levels system of oil equipment evaluation based on management performance, pointing out that its system framework includes the economic evaluation, technical evaluation, security-reliability evaluation and synthetic evaluation of the whole equipment.The paper puts forward the economic evaluation system of oil equipment based on management performance. Gives the idea of "contribution degree of equipment management based on performance"; Presents the influencing factors of economic evaluation from the new contribution angle of input, output, running cost, energy saving and wastage falling; Identifies the essential factors of economic evaluation with fuzzy clustering method, establishes the index system of economic evaluation of oil equipment based on management performance.The paper puts forward the technical evaluation system of oil equipment based on management performance. Proposes the connotation of technical evaluation of oil equipment as well as the ideal aim of "zero abrasion"; Redefines the residue ratio of equipment, and carries on through analysis to the coupling mechanism of function parameter and technical evaluation of equipment according to it; Sets up the technical evaluation model of oil equipment using fuzzy integral method and carries on the demonstration analysis.The paper constructs the reliability evaluation system of oil equipment based on management performance. Defines the reliability evaluation, and thoroughly analyzes the mechanism of reliability evaluation based on management performance from the causality of influencing factors and evaluation result; Builds structural model of reliability evaluation and takes demonstration research.Finally, the paper researches oh the whole evaluation and countermeasure of oil equipment based on management performance. Takes the equipment management of petroleum enterprise as evaluation system, and sets up evaluation model applying the method of ANN, statistical sampling, fuzzy Borda number, etc, then carries on whole evaluation and demonstration analysis to oil equipment based on management performance. The countermeasures of enhancing equipment management performance of petroleum industry in our country are put forward from organizational structure, synthetical management idea of equipment management, strengthening restriction and inspiriting mechanism, designing information system of equipment management, intensifying training.
