Research On The Capability Improvement And The Model Selection Of Regional Innovation In Northeast Manufacturing Industry

As a significant industry in the national economy system, manufacturing industry is a vital sign of the integrated strength and international power. The northeast region is the base of manufacturing industry, especially equipment manufacturing, and has ever greatly contributed to the national socialist construction. Enhancing manufacturing has become a common acquaintance all over the world, and enhancing the northeast manufacturing industry is a important base for improving harmonious society of the social democracy. But the old northeast industry base is facing a lot of difficulties because of the environment diversification and the influence of many factors. For example, the shortage of long-term technical devotion, in the industry structure, heavy industries has a more proportion, but light industries have a less proportion. In the product structure, complicated product and primary product manufacturing are considered equally, the final products are fewer, but mid-products are more, the lack of capital, the aging of technical equipments, the aftereffect lack of development, the capability lack of new product exploitation, the ossification of system are also included. To deal with these problems, the key is how to promote the innovation capability of the southeast manufacturing. by dint of the implement of rebuilding the northeast munufacturing, to make the persistent innovation of state corporations come true, and improve the innovation capabilities is the necessary choice for realizing the rebuilding of the northeast manufacturing industry.So, directed by these issues, the paper pitches the improment strategy of innovation capabilities, carries on the research along with the industrial economy, innovational economy, regional economy and other theories and means. This paper is divided into five parts, including manufucturing, equipment manufacturing and pertinent innovation theories research, conceiving the evaluation system of manufacturing regional innovation capabilities, evaluating the regional innovation capabilities of the northeast manufacturing, the selection research of innovation model of the northeast manufacturing, the strategies of enhancing the innovation capabilities and the ensurance measures of innovation capabilities of the northeast manufacturing industry.Firstly, manufucturing, equipment manufacturing and pertinent innovation theories researchAfter the detailed research and contrast of the northeast manufacturing, innovation, the national and regional innovation system, this paper introduces the meaning of the manufacturing industry, combining with the former pertinent basic theories of the manufacturing industry and innovation, including the definition, classification, characteristics, status and action of the national economy. Then the paper introduces the meaning of equipment manufacturing, including the definition, classification, characteristics, status and action of the national economy. Finally, the paper defines the northeast manufacturing, and points out the manufucturing field, which this paper will research on. Firstly, beginning with the primary innovation, this paper introduces the definition, classification, inherent fules and principles. Then, it exoatiates on the regional innovation system, including the definition, composing factors, characteristic principles, action mechanism and the connection of regional innovation system with other innovation system. Finally, it discusses the innovation system of administrative regions. It introduces the connection of administrative regions with economic regions, meaning characteristics, action and how it runs. This part prepares for the coming evaluaton of regional innovation capabilities.Secondly, conceiving the evaluation system of manufacturing regional innovation capabilitiesThis part is one of the core contents, the success of index system conceivement with decide the validity of the evaluation. Firstly, it begins with the meaning of regional innovation capabilities, including the definition, composing factors, characteristics and the promoting principle of regional innovation capabilities to the region development. The it conceives the evaluation system for regional innovation capability of the manufacturing industry, which includes five secondary indexes, knowledge creation capability, knowledge acquirement capability, technology innovation capability, the advantage and shortcoming of innovation environment, the advancement degree of innovaton performance, and 34 third-class indexes ,for example, the people of undertaking science and technology activity, revenue amount of technology marketing, the amount of corporations which have technology center or graduate school, the industrial numerical value ratio of the large or middle industrial corporations. Then, it chooses the index correcting model for the former index system. Possibly the selected indexes can not really, directly, and externally react the regional innovation capability, this paper selects the coefficient of variation efficient to describe the differentiation capability of evaluation indexes. Finally, it chooses the evaluation model of regional innovation capability -- Fuzzy Comprehensive Evaluation Model. But it needs to bestow a proportion for indexes in the process of exerting the model, the author chooses the Analytic Hierarchy Process to work out the proportion of indexes.Thirdly, the actuality evaluation of regional innovation capabilities of the northeast manufacturing industryThis is the demonstration part based on the former basic theories, which is the materialization of putting the theories to the practice. Firstly, beginning with the actuality of northeast manufacturing industry, it introduces the basal establishment of the three provinces in northeast, including the mileage of road line, the loading mileage of railway, the course mileage of civil aviaton, the user amount of fixed phones, mobiles and internet. The comparison of northeast economic gross(regional production gross and industrial increasing value) with developed provinces( guangdong, shandong, jiangsu, zhejiang, henan, hebei and shanghai), the comparison of northeast efficiency indexes( the ratio of industrial increasing value, the asset contribution ratio, asset-debt ratio, floating assets turnover ratio, expenditure using ratio, labour productivity, product sales ratio) with the average level all over the country, from which, we can get the degree of each province and collective degree in the whole country. Through correcting the former 34 indexes, we get 30 indexes to react the regional innovation capability of northeast manufacturing, based on the conceived index system of regional innovation capability and the northeast manufacturing, which is special environment and industry. Then using blurry integrated evaluation model and level analysis means, we can judge the performance of northeast manufacturing innovation capability. Then we can find out the problem of innovation capabiligy of northeast manufacturing based on the performance result.Fourthly, the innovation model selection research of the northeast manufacturingFirst of all, to begin with the classification of the innovation model, including the content, process, reason, organizing means, technology origin and the forming process of innovation capability, and analyse the innovation models divided by each angle. We realize each classification of technology innovation model has the internal connection, which can be considered imitating innovation or independent innovation. Then the author considers the key factors of affecting technology innovation model selection, including external and corporation level key factors.finally, the author brings forward the path for realizing technology innovation model of the northeast manufacturing, which is guided by imitating innovation, and independent innovation as the goal. Finally, spark plug the innovation model, which consider the dynamic cooperation innovation alliance as the realizing path.Fifthly, the strategies for enhancing the innovation capabilities and the ensurance measures of innovation capabilities of the northeast manufacturing industryThe author bings forward the strategies for enhancing the innovation capabilities, aiming at problems of innovation capabilities, which includes enhancing the capabiligy of knowledge creation and knowledge acquisition, enhancing the capability of collocating innovation resource, optimizing the macroscopical environment of innovation and enhancing the capability of technology innovation. To realize the effective execution for the regional innovation model of the northeast manufacturing, and achieve the capability of final independent innovation, the three northeast provinces has to strive to advance the integrative construction between administrative regions, transform governmental functions, build the technology innovation system of the northeast manufacturing, deepen the system reformation of science and technology, construct innovational system for cultivating and inspiritting people, consummate the serving system of science and technology agencies and enlarge the communication and cooperation depth of noutheast Asia science and technology, to contribute to promote the regional innovation capabilities of the whole northeast region.
