Technology Innovation Strategy Of Northeast Manufacturing On The New Road To Industrialization

One key objective of China's economic development is to bring about industrialization. Manufacturing industry, especially equipment manufacturing industry, is not only the base of economic development but also the propellant of industrialization and moderation. Furthermore, it has been a common sense that science and technology are the major motivation of economic development. Considering the above all, it's significant to discuss technology innovation strategy of northeast manufacturing in the background of taking a new road to industrialization. Although the Northeast Manufacturing (NM) once contributed a lot to China's industrialization, it has been declining because of the behindhand technology. To revive NM is very important not only for the revival of the Northeast itself, which is an old industrial base of China but also for China to become the manufacturing center of the world. Although the revival of NM relies much on information technology, there are a lot of obstacles considering the multi-arranged and unbalanced situation of UM itself. Therefore, it's necessary for the revival of NM to take a new road to industrialization based on informatization. Therefore there is operational significance to study technology innovation strategy of northeast manufacturing to take a new road to industrialization. At the same time, although there were many researches on NM and on how to take new road to industrialization, there were still no systemic fruits on building science &technology support system based on how to take the new road to industrialization of NM and on breaking administrative divisions. 1) Analyzed rules and characteristics of technology innovation of NM. 2) Determined the direction of NM and discussed the state of NM from the view of taking a new road to industrialization. 3) Discussed the future development of NM in the background of economy globalization. 4) Indicated the orientation of NM based on analyzing its status and future development. 5) Defined the prior industries and choosed key technologies. 6) Established effective systems to assure the implementation of technology innovation strategy Compared with technology innovation of enterprises, the main innovation bodies of industry were a group of enterprises; the objectives and motivations of their innovation needed be considered in the frame of economic, social and environmental benefits; industry innovation was all-around and integrated; its risks were much more scattered; and it required more direction and programming of national technology policies. Study showed that the rule of technology innovation of manufacturing during different lifecycle was that:1) during formative stage of manufacturing, few traditionally industrialized countries took the road of independent innovation while the rising industrialized countries took the road of introducing and absorbing technology from abroad; 2) during expanding stage, the countries taking the road of independent innovation paid moreattention to techniques innovation to form scale predominance while the countries taking the road of introducing technology had to look for breakthrough point to actualize independent innovation; 3) during maturing stage, the key was to perfect the performance and quality of product; 4) during declining stage, it was necessary to look for breakthrough and introducing new technology from other industries to hold back declining and leading manufacturing to next innovation cycle. Based on proposing and explaining the concept and connotation of NM New Patten, the paper determined the indicator system and method to evaluate NM New pattern from 3 areas of economic competition power, innovation ability of science and technology and ability to protect resource and environment. Based on quantitative analysis, from the view of taking new road to industrialization, the descending sequence from economic benefit and competition power of science and technology was Liaoning, Jilin and Heilongjiang while the descending sequence from resource saving and environment protection was Jilin, Heilongjiang and Liaoning, which showed that economic benefit was gained at the cost of environment destroy and progress of science and technology contributed little to protect environment. The situation faced by NM has changed greatly, which was showed in the change of views on science development, a new round of international transfer of global manufacturing, the implementation of the strategy to revival northeast old industrial base and the adjust of national technology innovation strategy. At the same time, NM had possessed abundant capital and labors during its long-term development and the scientific research in the 3 provinces of the Northeast laid a foundation to develop technology intensive, capital intensive and knowledge incentive manufacturing. The strategy oftechnology innovation of NM was to culture the independent innovation ability based on introducing and imitating and on connecting different kinds of innovation modes. More specifically, large scaled enterprises, which possessed abundant capital, higher power to resist risks and better science and technology basis, could take the road to independent innovation based on imitation to actualize the unify of innovation body and innovation source; medium and small scaled enterprises were restricted by capital investment, personal reserve but were more flexible than large ones, so they could take the road of cooperate innovation by separating innovation source and innovation body. By determine the connotation of key industries, the paper proposed an indicator system and relative method to choose prior industries of technology innovation. The prior industries of technology innovation were these manufacturing industries of transport and communication facilities including transportation vehicle, shipping, motor and aviation, universal devices including machine tool, dedicated device including power equipment and large-tonnage plant, instrument and meter including precise instrument and meter. At the same time, the nature of new industrialization required that the prior technology items should follow the 3 principles: first, to rely on information technology to actualize technology upgrade of NM, second, to pay more attention to harmonious of environment and development of NM, third, to choose technology in multiplayer to actualize automation and intelligent. At the end of the paper, the systems required to assure successful implementation of innovation strategy of NM were discussed from five areas. 1) Through building incentive mechanism, improve the innovation efficiency of enterprises R&D center and through building learningmechanism to improve diathesis of scientific and technical personal, and promote cooperation and communication among enterprises to improve the enterprises'innovation contribution to economic development. 2) Establish a flat to promote the communication among enterprises, research institutions and schools, set up pilotscale experiment flat to improve the technology maturity offered by research institutions and schools, and attach importance to market mechanism on resource allocation to improve efficiency. 3) Build researching flat for generic, key and common technology by uniting regional technological resources under the leading of government, and promote the generic technology in practical application by taking proseminar and setting up demonstration plot to help technology play an important role. 4) Culture technical personnel by encouraging cooperation of enterprises and schools and optimizing circumstance, and encourage enterprises to increase invest in R&D through policy support like capital and tax support and through perfect financing system. 5) Improve the efficiency of government service by perfecting relative laws and policies and enhancing executing ability, and improve service quality of science & technology agencies by establishing productivity promotion center.
