| It is the crucial measures to carry out scientific outlook on development, cause the coordination among the population, resource and environment in our country, promote the favorable and fast development of economy and society in our country by developing circular economy, constructing resource-saving and environment-friendly society. Currently, the idea of circular economy becomes deeply rooted in the hearts of the people in the world continuously, among which the issue of green technological innovations(GTI) is valued by every country day by day, and become the focus of great concern to economy and society increasingly.People have come to realize that while stimulating the rapid economic growth, the traditional technological innovations also made unprecedented damage to the ecological environment for the subsistence of the mankind. Admittedly, it is due to the bias knowledge, blind development and immoderate consumption to the nature by human. However, more intensive study showed that technology, the"double-edged sword"fuels and plays a role not to be neglected. For China, it is striving to impel the construction of circular economy at the present stage, especially to value highly the direction of technological innovations, and convert the traditional technological innovations to green technological innovations (GTI).Taking green technological innovations as the main study object, this article strived to analyze the universal law of it, so as to provide useful source of reference for our country to develop circular economy, utilize resource rationally and protect environment, and realize sustainable development. This paper has three parts as follows:Article one discoursed about that circular economy is of that with resource green innovations. First, this passage made a review of the theory of innovation economy, analyzed the driving force and sustaining force of technological innovations, pointed out that the theory of traditional innovations lacks the discussion for limitation of innovation direction. Second, revolving around the green innovation use of resource, it pointed out that circular economy is innovation economy, its goal is to pursue the ecological efficiency of innovation for resource use method; the ecological efficiency practice gives prominence to innovation use of resource, the pursuance for ecological efficiency by economy and society has the inevitability on ecological economics; the process and goal of resource innovations can be strengthened by environmental management. Third, it analyzed the relation between resource green innovations and green technology on emphasis, pointed out that the resource greenalization innovations of circular economy is indispensable to green technology, explained the concept and connotation of green technology, green production and service organization, pointed out the difference between green technological innovations (GTI) and traditional technological innovations, and the carrier of green technological innovation is green production and service organization, therefore, economic efficiency can be changed from suboptimum into optimum by developing green production and service organization.Article two made the study for the matter of the policy route of green technological innovations (GTI) and its demand and supply from two aspects. First, it discussed the policy route of green technological innovations (GTI), pointed out the policy basis of green technological innovations is to establish the price of environmental resource elements, the start point of policy is to develop environmental protection industry energetically, and construct the market of green technological innovations (GTI) simultaneously; pointed out that the strategic organization of small green ecological environment shall be supported and developed at enterprise level. Second, it mainly studied the green technological supply and green market demand, pointed out that the circular economy in our country is of government-promotion type, the policy of guidance and support focusing on encouragement shall be adopted for cultivating green production and service organization by the government, and the greenalization of organization shall be promoted by legistration. By analizing the promotion force of circular economy, it was emphasized to maintain and increase the tension of ecological economy, consolidate, improve and intensify the administrative regulations and technical driving force; proposed the greenalization of consumption shall be compulsory, the demand for green products shall be enlarged and promoted; the environmental ethics education of environment shall be intensified, the idea of green consumption shall be cultivated; and the technological supply shall be improved based on the construction of ecological industry park.Article three discussed the green technological innovations in the process of circular economy construction in Xinjiang. First, it emphasized that the water-saving technological innovation shall be valued in the circular economy construction in Xinjiang, pointed out that the water resource in Xinjiang shall be economized and innovated for use; taking the successful innovation of irrigation technique under membrane as example, analyzed the matters of administration, law, economy and science and technology mechanism valued by the engineering-type water-saving technological innovations in Xinjiang; being the same, it pointed out that the water-saving market shall be established and improved by non-engineering type water-saving technological innovations in Xinjiang, and the main body of"water supply for each household"water-saving technological innovation organization shall be cultivated. Second, it discussed the ecological technology innovation as the characteristic industry in Xinjiang on emphasis, analyzed the status quo and existing problem of the development of characteristic agriculture-involved industry in Xinjiang; apart from the item of water-saving, the ecological technology innovation of characteristic industry in Xinjiang shall be favorable to saving, protecting and maintaining for land; combining the practice in Xinjiang, it pointed out the green technological innovations (GTI) in Xinjiang shall be impelled by the government, proposed that the government shall make the key development of the first workshop of farm products production and processing, namely, construct modern agriculture and strengthen the construction of green cultivation base of agriculture, forest, animal husbandry and planting. Finally, through the empirical analysis of project type green technological innovations (GTI), the paper pointed out the inevitability shall be existed by combining agricultural industrilization with ecologicalization. For execution, facing a great number of innovation items containing green technology, this paper proposed that the government approval department shall investigate if the developing project or project under examination and approval face the leading customers of green consumption or not; second, the technological supply of the enterprise itself shall be emphasized. This passage pointed out that the establishment of industrial park type middle stage test workshop plays an important role in the process of project-type green technological innovations (GTI) management. Certainly, it is unrealistic to expect every organization to establish its own middle stage test workshop for research and development, especially in current Xinjiang, and even China. By now, the government may play a leading role of technological supplier, which is to establish the middle stage test workshop type technological industrial park, giving prominence to profession and carry out green project promotion. |
