Study On Development Of Resources Industry Circular Economy In Xinjiang

XinJiang is a resourceful province in china. By implementing preponderant resources developmentstrategy and west development strategy for years, a resources industrial system with considerablefoundation and quite complete categories has been brought in XinJiang. Resources industry plays animportant role in national economic of XinJiang. Based on the needs of great-leap-forward development inXinJiang and to construct national resources base, Resources industry presents gradually as a heavy andchemical industry and be relied by XinJiang’s development. But, for the reasons that resources are limitedand environmental problems occurred with the development of resources industry, it’s necessary to changetraditional extensive resources development pattern and to construct a scientific and reasonable resourcesindustry development system in XinJiang. Circular economy as a new pattern of economic development,which takes the core of resources’ effective usage and circular usage, in principle of reduce, reuse, recycle,featured as low input, low consumption, low emission and high efficiency, Circular economy is aresource-saving and environment-friendly economy pattern. It’s a necessary choice and important action todevelop resources industry circular economy for the realization of comprehensive, coordinated, sustainableeconomic and social development in XinJiang. To study the development of resources industry circulareconomy, not only can rich development theory of circular economy in china, but also can be referencedfor the development of resources industry circular economy in less developed areas and in minorityconcentrated regions. To correct understand and to grasp development law of resources industry circulareconomy has great real values as fellows: to direct the practice of preponderant resources developmentstrategy, to construct national resources base, to promote the coordinated development of economy、societyand ecological environment in XinJiang.In this article，under the premise of related concepts and theories about resources industry circulareconomy are expounded in detail, combined with the current situation of resources industry and futuredevelopment needs and resources industry development requirements in XinJiang, based on thecomprehensive study on development of resources industry circular economy in XinJiang, considered thedevelopment of coal industry and oil industry circular economy as the main contents, thus formed clearlyresearch ideas. First, a qualitative analysis is done about the realistic basis for the development ofresources industry circular economy in XinJiang, qualitative analysis and quantitative evaluation are doneon status of resources industry and development level of resources industry circular economy in XinJiang.Second, considered the development of coal industry and oil industry circular economy as the focus of thestudy, reviewed successful experiences about the development of resources industry circular economy indomestic and foreign, an assessment is done about the development performance of coal industry andpetroleum industry circular economy from2003to2010in XinJiang，and analyzed the assessment results.Once again, from the domestic and foreign successful experiences of circular economy developmentresource industry, combined with qualitative analysis and quantitative assessment of all, further clarifiedthe problems and causes for the development of resources industry circular economy in XinJiang. Finally,exampled as coal industry and oil industry, a overall design is done about the development of resourcesindustry circular economy in XinJiang, and a comprehensive measures clearly puts forward to protect thedevelopment of resource industry circular economy in XinJiang. The main research contents andconclusions are as follows: Part one：theoretical basis for the development of resources industry circular economy in XinJiang.First, it provides a basis for the argument by review relevant literature and discusses relevant conceptsand theory, and it clarifies the research methods for this article: it is very important for the whole study onthe development of resources industry circular economy in XinJiang, at the same time, in order to meet thedevelopment of current reality and future demand, it becomes the key to develop coal industry circulareconomy and petroleum industry circular economy in XinJiang. Whole system of resources industrycircular economy can be formed by lateral extension and longitudinal direction of coal industrial circulareconomy chain and petroleum circular economy industrial chain in Xinjiang.Part two: whole study on the development of resources industry circular economy in XinJiang.(1) Qualitative analysis of development reality shows that it faces with opportunity for development,has the development condition and development foundation, but also faces many disadvantages andchallenges for the development of resources industry circular economy in XinJiang.(2) SSM is used to measure competitive forces of resources industry in XinJiang about two periods:from2002to2006and from2006to2010. The results show that resources industry has some competitiveforces and good structure, but resources industry has small scale and competitive forces have decline trendsince2002. Sub-sector’s competitive forces have clear characters in different phase. Sub-sector’scompetitive forces turn around from resources mining industry to resources processing industry. Relied ontechnological progress and innovation in science and technology, it’s an efficient way to develop leadingresource industry and to cultivate resource industry which has potential development force in XinJiang. Atthe same time, it also shows that considered the development of coal industry and oil industry circulareconomy as the key research contents is very valuable for the development of resources industry circulareconomy in Xinjiang.(3) By comprehensive evaluation the development level of resources industry circular economy inXinJiang, it shows that resources industry circular economy development is instability in general and lowlevel. Among them, resources industry circular economy development level has a decline trend from2003to2010, after2006, development level has a steadily upward trend. But the growth is slow significantlyfrom2008to2010. The absolute value of each development level composition is low; all of them reveal alot of disadvantages and difficulties confronted for the development of resources industry circular economyin XinJiang.Part three: main study on the development of resources industry circular economy in XinJiang: studyon the development of coal industry and petroleum industry circular economy in XinJiang.(1) Exampled as coal industry and the petroleum industry circular economy, successful experienceswere teased systematically for the development of corresponding resource industry circular economy ofthree foreign countries (regions) and two domestic enterprises.(2) Entropy value method is used to evaluation performance in circular economy development of coalindustry and petroleum industry in XinJiang, the results show that, performance of coal industry circulareconomy development has an obvious rising trend, the early performance level is low and the highestindex value is only0.77, it also illuminates that coal industry circular economy development performancelevel is not high in XinJiang. Performance of petroleum industry circular economy development has anobvious rising trend from2003-2007; the performance index reached the highest value of0.84in2007,then falls. That illuminates that Petroleum industry circular economy development performance level isunstable, and weak sustainability. For subindex, resource efficiency index and environmental efficiencyindex both have limited ascending space, further enhance relies on innovation of technology andmanagement, economic and social efficiency index is low which restricts improvement of development performance in XinJiang.Part four: problems、countermeasures and conclusion for the development of resources industrycircular economy in XinJiang.(1) By learn from the successful experiences of the development of resources industry circulareconomy in domestic and foreign, combined with the qualitative and quantitative analysis in the article, putforward five existed problems and four causes of the development of resources industry circular economyin XinJiang.(2) Put forward ideas to maintain the development of resources industry circular economy in XinJiang,one way is to transform and to upgrade traditional resources industry, the other way is to plan scientificallythe development of new resources industry. A typical model constructed from enterprise level, park leveland social level, for which is suitable the development of circular economy of coal industry and petroleumindustry in XinJiang.(3) In order to guarantee good development of resources industry circular economy, a securitymeasures proposed including organization guarantee, personnel guarantee, science and technologyguarantee and institution guarantee. Finally, the main conclusions were carried out; the lack and futureresearch were discussed of this paper.
