As the effective approach of explain innovation absurdity, Science and Technology Intermediaries(abbreviated as S&TIs) developed very quickly in China. However, The S&TIs had lots of problems. The most crucial problems are that S&TIs have not performed their funchtions perfectly, and the system of S&TI has not been developed. If these problems can't be analyzed in theory and solved by practice, it will restrict the development of S&TIs. This thesis studies the function perfecting and system formation of S&TIs, and has theory and practical meaning for the development of S&TIsThis thesis's study content and configuration arrangement as follows:1. Theory basic of S&TI. Basing on the abroad research on scholars' study production, the thesis defined the meaning of S&TI. The thesis studied the core idea of civil society, market promotion theory, region innovation theory and small and medium enterprise theory, and analyzed the meaning on theory, as well as built a S&TI theory basic. The thesis concluded that civil society theory proved the reasonability of the existence of S&TI, market promotion theory pointed out the government's responsibilities and functions to S&TI's development, region innovation theory defined the functions of S&TI and medium enterprises technological innovation theory clearly defined the service clients of S&TI.2. Function analysis of S&TI. This thesis studied the system function meaning and the relation of system function structure by systemic science theory; it differentiated the system configuration into deep configuration and surface configuration, and particularly discussed the deep configuration and surface configuration from microcosmic, intercosmic and macroscosmic; it studied the deep function and surface function of S&TI according to system science idea of configuration deciding function. The conclusion of this part is consummating function perfecting and system formation of sS&TI. The thesis pointed out that the deep function of S&TI performed as the following aspects: to perfect the structure and function of region innovation system, to enhance the efficiency how government manage science and technology, coordinate the relations between enterprises and governments, to enhance the efficiency how to allow science and technology resource and to perfect innovation environment.S&TI's surface function performed as communication, advisory services, incubation and coordination. 3. The behavior characteristic analysis of S&TI. This part analyzes the moral risks S&TI market, as well as the causes of the risks. Taking the tech-transfer between colleges and corporations for example, utilizing game theory, it looks into the options under different equilibriums for S&TI, assays the influences of various competitive structures on the actions of S&TI. The studies concluded that only when success-based compensation schemes were feasible, and the size of the invention pool was sufficiently large, might S&TI involve in innovation. The thesis also identities limitations to the potential efficiency of S&TI activity. First, the S&TI's selection incentives in the market for invention need not be fully aligned with society's interest. Second, the S&TIs incentive to invest in expertise strongly depends upon the investor's beliefs about the S&TI selection strategy. Third, competition between S&TI may be an source of inefficiency.4. Comparative study of S&TIs development. It comparatively studied the policy that S&TIs development in USA, Japan, and British. S&TI theory basic offered by this thesis verified S&TIs' experience in developed countries. The study indicates the S&TI theory basic which the thesis has built has scientificalness and validity. Research shows that civil society have been improving the S&TI system, non-profit STIA have been playing an important role, S&TI's development is guaranteed by strong science and technology resources supply capacity as well as market purchase & consumer ability, and S&TI should take SMEs as clients.5. Study on status of the art of S&TIs in China. This part summarized and analyzed the development course and the characteristics in every phase of S&TIs in China. The parts analyzed typical S&TIs. This part analyzed the characteristics and problems which S&TIs faced. Applying the S&TI theory basic which the thesis built, this part analyzed the cause of problems. The research results showed that there were some problems in the process of S&TI development such as poorly independence, poorly employee professional skills, backward in technology and competitive capabilities, disorder market, and crisis of confidence. These issues are due to the loss of government function, insufficient demand for S&TI service, and less learning of S&TI industry development laws.6. China's S&TIs and mode of development choice and evolution route. This thesis studied the building mode of technological agency institution, basic role, microcosmic progress, macrocosmic mode, driving force mechanism between social choice mode and government choice mode. The paper concluded that changing government chosen mode to society chosen mode included adjusting the developing mode of S&TIs and establishing new S&TIs.7. Suggestions on Function perfecting and system formation of S&TIs. The target of S&TIs is the main of the SME innovation service system. The thinking of S&TI is that the funds which the government established should be managed according to market mechanism, and imbrues high performance firms. It should train the functions of S&TIs through two ways-----Adjusting frame and Improving the environment. Itstudied the innovation progress of small corporations, building a system which services the innovation progress of SMEs. By studying SEMs' technological innovation process, the paper established a S&TI service system included policy advisory, financing and credit guarantee, information, technology development & promotion, technical assessment, new technologies transaction, incubation, international cooperation, innovation training, marketing, property rights trading, human resource exchange, management and legislation as well as other professional services, which promoted and cooperated closely with each other.8. The case study of S&TIs development. Taking the science and technology intermediaries in Beijing and Jiangsu province as examples, this thesis studied the current situation and development experiences. The result indicates that the outcome of this thesis is a good explain of the S&TIs development in these two cities. Survey data in Jiangsu Province showed that market-operating S&TIs were more efficient than government-operating STIAs, which proved the necessity of STIA chosen model from government to market. Beijing's S&TI developing experience could be summarized as establishing perfect policy system, setting special funds, attracting private resources, and innovating service mode, strong demand of S&TI services, and being guided by the framework of regional innovation system.
