China’s High-tech SMEs(Small and Medium Enterprises) have achieved great successes by adopting high-tech innovation strategies in the past thirty years(also known as the age of ‘reforming and opening’), it acts a very positive role in boosting the national economy. Nevertheless, a serious problem has arisen that being affected by the ever-developing innovations as well as technologies, SMEs could not rely on their own strength to take the risk of running innovations solely. The issue have already offered a severe impact on the survival and development of SMEs. Therefore, outsourcing strategies—such as ‘Collaborative Innovation’ strategy are adopted by some of SMEs in order to seek external supports and it becomes the main way/method for enterprises to make a better use of external resources.The paper focuses on the Collaborative Innovation partnership between company ‘A’—an SME and a technology intermediary agency. Firstly, questionnaire survey, PEST analysis and SWOT analysis methodological tools will be adopted in order to offer an in-depth analyse on the internal/external environment as well as the core inducement for company ‘A’ to adopting ‘Collaborative Innovation’ strategy/partnership with the technology intermediary agency; secondly, listing and comparing the latest four service platform models of Collaborative Innovation partnership, it could offer a in-depth analysis on the role of Collaborative Innovation services platforms played in the early, growth and maturity stage of company ‘A’ in the respective of internal, external environment; Thirdly, base on the requirements of company ‘A’, establishing an ideal Collaborative Innovation services platform for SMEs(such as company ‘A’), the platform could encourage the subjective initiative of each innovation parts, and then applying the main functions of the platform: trading, sharing, service and communication; lastly, base on the ‘ideal’ platform, forming and improving the internal management mechanism, mutual income-risk mechanism, direction of innovation determination mechanism as well as mechanism of acquiring government supportive—these four types of internal safeguard polices.The ideal Collaborative Innovation services platform is offered to those SMEs which are lack of resources(e.g. funds, labours, technology, etc) and required to collaborate with the external enterprises; technology intermediaries are playing a role of integrating and coordinating the resources, partnership and offering professional advices services for each innovation body within the platform; the outer layer of the platform is the external innovation body, it includes resources providers, the government, financial institutions, university and research institutions, other high-tech enterprises, etc. High-tech SMEs, high-tech intermediary agencies coordinate with each other and then establishing a coordinative network and then conducting an integrative collaborated innovation platform which could deduct the cooperative issue between each body, and ensure the information sharing system.The main innovation of this paper is to focus and analyse on the case of rapid development of company A by adopting collaborative innovation strategy in perspective of coordinated with agencies, information sharing and outsourcing experiences, etc. The final purpose of this paper is to establish an ‘ideal’ Collaborative innovation platform for high-tech SMEs in China(especially for SMEs in western provinces), offering advices not only for high-tech SMEs, but also for those innovation agencies which are eager to improve the quality of its services as well as offering appropriate advices for government departments to improve their service functionality standard, and provide theoretical basis and decision-making reference to formulate relevant laws and polices.
