It can be achieved through enabling marine economic developing rapidly, which can drive national economic growth. In addition, marine resource is helpful in converting economic developing mode, increasing intensive land use, and optimizing economic structure. Marine resources development is also one of the most important strategies for opening up to the world. Marine resource value can also be figured out quantitatively through some methods and models. For example, the normally value of our country's marine fishery resource is about 1800-2000 billions RMB.However, the value of marine resources is underestimated in fact. There are many problems in the China's marine resources development, including the rude exploiting of marine resources and the resulted exhaustion of some categories, the greater international competitive pressures in the development process, and the deteriorating trend in marine environment. There are lots of courses for those problems and some can be explained with the economic theory. For example, the increasing depletion of marine fisheries resources is resulted from the unclarity of ownership to fishery resources, which produces the dissension between different regions and between the port developers and the government. And there are also conflict between the current interests and long-term interests. In addition, the contamination of marine environment is from the information asymmetry.China needs to establish a number of policies to optimize the development of ocean resources using the advanced experience from the United States, Britain and other countries as reference. And the most important should comprise continually and efficient development. We should propose the opening up strategies related to marine resources, which may include improving the overall development plan about the utilization of marine resources, perfecting the legal system for marine management, increasing marine science and technology investment and enhancing environmental protection consciousness. Meanwhile, the government also needs to introduce corresponding policies to strengthen the management and maintenance in the process of developing marine resources.
