In recent years, with the increasing of rural surplus labor force, to transfer rural surplus labor force has become a key to the solution of the problems of agriculture, rural areas and farmers. Since the transference of rural surplus labor force is a very complicated project, it will take decades or more to complete this arduous task. The government should make strategic layout and adopt a series of policies and measures to transfer rural surplus labor force step by step as planned. Therefore, this article takes the systemization of transferring rural surplus labor force as the research subject. Starting with the current organization of transferring rural surplus labor and using the methods of standardized analysis, positive analysis, and systematic analysis etc, the article discusses the theories concerning the organization of transferring rural surplus labor theory, analyzes the current situation of the transference of rural surplus labor force, and then probes into the existent problems concerning and the reasons for the organization of transferring rural surplus labor force. And on this basis this article suggests establishing an organization system and mode of operation for the organization of transferring rural surplus labor force and countermeasures and suggestions for the systemization of transferring rural surplus labor force. The article is divided into eight chapters with the following basic concepts.Chapter 1, Introduction. This chapter, as the starting point of this paper, mainly discusses the research background, research significance, research purposes, and the status quo at home and abroad, train of thoughts, structure and research methods of the organization of transferring rural surplus labor force.Chapter II, Basic theoretical research on the organization of transferring rural surplus labor force. This chapter mainly defines the basic concept of rural surplus labor force, and based on this, the research scope of this study - the organization of transferring rural surplus labor force. This chapter also lays theoretical basis for further through the discussion of such theories concerning the organization of transferring rural surplus labor force as industrial organization theory, transaction cost theory, population movements theory, efficiency theory, and public goods theory.Chapter III, An analysis of the status quo of the organization of transferring rural surplus labor force. Through analyzing the background, status quo, and trend of the transference of rural surplus labor force, this chapter analyses the status, characteristics and function of the organization of transferring rural surplus labor force, probes into the existent problem of the organization of transferring rural surplus labor force, and systematically discusses the reasons for the slow development of the organization of transferring rural surplus labor force, thus providing practical basis for further research in this paper.Chapter IV, Build an organization system for the transference of rural labor force. This chapter first probes into the necessity and feasibility of establishing and improving the organization of transferring rural surplus labor force, and then according to the principles of fairness, efficiency, overall planning, and coordination, suggesting building an organization system in which government provides guidance, market dominates, and farmers'self-organization and other organizations serve as supplement. Thus an efficient, economic and fair organizational system is formed for the transference of rural surplus labor force.Chapter V, An analysis of the mode of operation for the organization of transferring surplus rural labor. This chapter probes into the mode of operation for the organization of transferring surplus rural labor–the system in which government provides guidance, market dominates, and farmers'self-organization and other organizations serve as supplement, analyzes the status quo of various organizations and brings up specific designs and forms so as to speed up the pace of the organization of transferring surplus rural labor.Chapter VI , An environmental analysis of the organization of transferring rural surplus labor. The organization of transferring rural surplus labor is carried out under certain conditions and thus to achieve the goal of the organization of transferring rural surplus labor, we must seriously analyze and study the internal and external environment of the organization of transferring rural surplus labor. For this reason, this chapter discusses both the internal environment (organizers, physical environment, surplus rural laborer, and organizational systems etc) and the external environment (the political environment, the legal environment, the economic environment, social and cultural environment and technological environment), thus laying a solid foundation for the overall development of the organization of transferring rural surplus labor.Chapter VII, Countermeasures and suggestions for the organization of transferring rural surplus labor. Starting with the status quo of the organization of transferring rural surplus labor, based on the environment for the organization of transferring rural surplus labor, and guided by the theories concerning organization of transferring rural surplus labor, this chapter put forward countermeasures and suggestions for the organization of transferring rural surplus labor to be enforced and run smoothly.Chapter VIII, Summary and research prospect. This chapter conducts a comprehensive summary of the whole article and posed questioned for further study. In short, taking " study on the systemization of transferring rural surplus labor force" as the research subject, combining positive analysis with standardized analysis in integrating absorbing multidisciplinary research results, following the train of thought of "asking questions - theoretical research-analysis of the status quo-model innovation–countermeasures research", this article makes a bold explorations into the organization of transferring rural surplus labor , with a view to providing new ideas and basis for the healthy development of the organization of transferring rural surplus labor in China.
