| This thesis illustrates the crucial environmental issues of China coal mines, and from this breakthrough point, analyses the causes of formation and claims that the serious environmental problems can be solved under the premise of forming the solid concept of sustainable coordinated development. It also constructs the research framework on the basis of innovative theory of sustainable coordinated development and environmental management of coal mines, and systematic coordinative comprehensive evaluation and its approaches. By defining the concept and probing on the connotation and objectives of sustainable coordinated development, it explores the evolution mechanism and law of coordinative development of the overall systematic development of coal mines, and lays a crucial research foundation for innovation of environmental management in coal mines. It introduces the principles and methods of system analysis and system coordination appraisal to the research of coordinated development in coal mines. Through the general way of regional system coordination analysis and appraisal, it builds up a multi-level appraisal system of coordinated development which contains four sub-systems: economic system, social system, resourceful system and environmental system. It adopts fuzzy comprehensive appraisal approaches to assess the coordinated development comprehensively in coal mines. It also defines the connotation and assessment models of the degree of coordination and coordinated development, determines the threshold of coordination degree, and splits the coal mine into coordinative states and un-coordinative states, totally ten levels of coordination degrees, with quantitative description of coordinated development of coal mines. The thesis further analyses the existing key issues of coal mine environmental management from two levels, macro-strategic coordination and micro-environmental management, and discusses the realization of strategic developmental models of environmental management innovation and new ways of management innovation. It proposes that newer and more advanced coordination mechanism should be built within the system itself and sub-system in coal mines from the macro-strategic development level, to coordinate and control strategic elements and crucial element from the point of comprehensive coordinated development. It also proposes that unique and suitable management systems and managerial models should be built from the micro-environmental management level.By applying circular economy principles, it proposes the omni-directional and dynamic strategy and concert methods of constructing eco-coal mine management models and strengthening the whole process management. The thesis further explores modern management theories and methods of innovative applications and development in coal mine environment. It suggests practical and innovative ways and methods in how to highlight the environmental management, enhance the function of management and increase the efficiency of management. It emphasizes policy and laws, economy, technology and various means of environmental management innovation and comprehensive application, and further on, its advantage of applying theses methods in coal mines. This thesis chose Yanzhou Coal Mine as case studies on the basis of research and calculating the specific appraisal standard, formulated the system appraisal standards which meet the requirement of coal mine sustainable coordinated development. By utilizing coordinative evaluation model, the thesis analyzes the inter sub-system coordination degree with quantitative analysis and reaches the conclusion of sustainable coordinated development states of Yanzhou Coal Mine. Under this circumstances, it points out the orientation of executing sustainable and coordinated development and crucial ways to environmental innovation. The case studies of coal mines have provided with a fundamental way to mastering and controlling the connection of sub-systems and manipulating the direction of sustainable coordinated development of coal mine and with purposeful and orientated regulations of environmental management in future. |
