With the development of worldwide free trade and economic globalization, manufacturing companies face more and more competitive pressures. To meet the individualized and diverse demand, companies have to change their production mode from make-to-stock to make-to-order, meanwhile under the pressure of lowering costs and improving delivery performance. All these require a more efficient production planning and control (PPC) system. As those commonly seen PPC techniques, such as MRP (II), JIT and OPT, were developed for low-volume and high-variety production, they are not most suitable for MTO industies. So it is quite important to study PPC technique suitable for MTO companies.This paper studies a PPC technique named WLC, which is suitable for small-to-medium-sized MTO companies. WLC controls the input and output of production system, and it has a hierarchical control structure with three levels which respectively relate to order entry, order release and priority dispatching. As the 2nd control level, ORR technique controlls and balances the workload of workstations through controlling the release time of each order, and therefore reduces WIP and order flow time. LOMC technique is a successful ORR method, but there isn't a good Due-Date Assignment (DDA) method based on LOMC control. So LOMC technique can't be applied to MTO industries. This paper studies and improves LOMC technique firstly, and then proposes a DDA method and an order inserting method based on LOMC control. Finally it designs an enquiry process DSS, which complements the WLC control structure of LOMC, and enable LOMC to be applied to MTO industries.The research of this paper enriches the theory of LOMC, ORR and WLC technique, and it has high practical value to manufacturing companies, especially for MTO companies.
