The transfer of rural labor force to the non-agricultural industries and urban areas in the process of industrialization is an inevitable phenomenon for countries around the world. And it is also an inevitable tendency of industrialization and urbanization. At present, there are about 150 million surplus rural labor force and additional six million every year in China .However, only 20% of them have received a short-time vocational skills training, 3.4% of them have received primary vocational skills training, 0.13% of them have received vocational education, 76.4% of them haven't received any skills training.While in the United States, Canada, the Netherlands, Germany and Japan, more than 70% of rural labor have received vocational skills training. The low skill levels of rural labor force have delayed the transfer process. So, it is quite urgent to enhance the training of farmers on non-farm skills and improve their employability. Therefore, the Party Central Committee stressed again in the "11th Five-Year Plan" that it was necessary "to strengthen the rural workforce skills training, guide the orderly transfer of the surplus labor to non-agricultural industries and towns".The research findings on rural labor force training for transfer are rich and valuable. All these results not only made the status, effectiveness and problems of rural labor force training for transfer understood, but also proposed important policy recommendations for the guidance of the practical work. However, there still remains a critical problem has not yet been thoroughly discussed and researched systematically, i.e. the investment mechanism of rural labor force training for transfer. In the context of long time existence of rural labor force transfer and low education and skill levels of overall rural labor force, it is necessary to have a theorectical and positive study of this issue. Based on this, taking the theory of human capital, externalities and market failure, equity and efficiency as theoretical foundation, and taking investor as sub-standard, the paper subdivide the market of rural labor force training for transfer into personal, enterprise and government investment markets, and analyzes their characteristics theoretically and empirically using economic analysis methods. On the basis of analysis results and experience of developed countries, the investment tripartite interaction mechanism is designed in the form of training projects.The paper consists of ten chapters:Chapter 1 "Introduction", describes the research background, rationale, purpose, significance, ideas, methods, and structure. Chapter 2 "Review of relevant literature on investment mechanism of rural labor force training for transfer", reviews the research findings related to rural labor force training for transfer systematically.Chapter 3 "Theoretical basis of investment mechanism of rural labor force training for transfer", summarizes relevant theories from five aspects, i.e., training cost, investment decision-making, incentives and security mechanisms, externalities and market failure, equity and efficiency, providing a theoretical foundation for building empirical framework.Chapter 4 "Investment mechanism of rural labor force training: an empirical analysis framework", constructs an empirical analysis framework taking individual, enterprise and government as investor on the basis of relevant theories.Chapter 5 "Personal investment of rural labor force training for transfer: model and empirical analysis", mainly applies empirical analysis framework to analyze the investment decision-making at the individual level.Chapter 6 "Enterprise investment of rural labor force training for transfer: model and empirical analysis", mainly applies empirical analysis framework to analyze the investment decision-making at the enterprise level.Chapter 7 "Government investment of rural labor force training for transfer: case study on the basis of financial subsidies theory", mainly applies empirical framework and takes the typical practice of Zhejiang Province as example to analyze economic effects of government investment on training.Chapter 8 "Investment mechanism of rural labor force training for transfer: conclusion and appraisal", summaries and appraises the status, characteristic and existing problems of personal, enterprise and government investment to reveal the direction of constructing investment mechanism of rural labor force training for transfer on the basis of the results of empirical analysis.Chapter 9 "Developed countries's experiences and implications on rural labor force training for transfer", introduces the training policies of the United States, Britain, Germany, France and Japan and sums up their successful experiences and implications on Chinese rural labor force training for transfer.Chapter 10 "The design of tripartite interaction investment mechanism of rural labor force training for transfer", designs a training program that can achieve a personal, corporate and government tripartite interaction investment mechanism on the basis of the conclusion and experiences of developed countries.
