Intermediate organizations between firms and market are absolutely the most vital and changeful forms of various economic organizations. Characterized by the fragmentation of authority, of value chain, of function, of procedure and the blur of boundaries of the firm and its'responsibility, the required coordination responsibility is of huge complexity for the governance of intermediate organizations.Based on an overall viewpoint that"coordination is the ends and means of the governance of intermediate organizations", this paper carried out the following:A value system of coordination composed of constitutive and instrumental value was constructed in order to describe that coordination is the core of governance from the aspects of both ends and means. Constitutive value of coordinatin indicats it's Values and ends for governance. Instrumental value means that coordination is the major means for coordination. Due to the insufficieny cognition on constitutive coordinatin in current research, a generalized, proper constructed view of coordination was proposed, not only concerns the instrumental coordination in rich forms and various functions, but also focus on constitutive coordinatin which is both the ends and the Values for governance. By proper and prudent discrimination, three most valuable factors-profit, development and stability-are adopted into the value system of coordination, which shows a constitutive value system with multipurpose of governance.A conceptual framework used to characterize governance arrangements of intermediate organizations with factors of power structure, intensity of linkage and inclusiveness was proposed. The attribute space composed of the three dimensions is capable of locating all governance arrangements that really exist, and of grasping the very nature of governance arrangements out of the rich appearance of intermediate organizations. The three attributes-- power structure, intensity of linkage and inclusiveness—are refractions of factors in constitutive coordinatin, mean profit, development and stability. The linkage between two sets of factors shows that the multipurpose of governance is the fundamental causation of the diversity of governance arrangements. Six paradigms were presented to show the reasonability of this conceptual framework.In a sense of instrumental coordination, the very nature of governance implementation of intermediate organizations is to organize, configurate and apply various coordination tools. Along the path of occurrence and identification of coordination problem, and the way of organizing, configuration and application of various coordination tools, a framework of governance implementation of intermediate organizations wae constructed, which is composed of coordination problem identification and coordination structure. By distinguishing resourse dependency from strategic complementarity, coordination problem raised from different sources can be identified effectively. Pertinent governance strategic could be launched by organizing, configuration and application of various coordination tools via disciplinary coordination principles.
