With the economy globalization and the development of science and technology,the management method of the business has transferred from the product-oriented management and the capital-oriented management to the intelligence-oriented management, and the competition among countries and among enterprises strikingly consists in the quality and quantity of talent resource. In the course of competition, enterprises can be exposed to all kinds of talents. But not all talents meet the needs of enterprises or make profit for the enterprise after they become employees of the enterprise. Thus, enterprises must use a variety of methods to find out. That is, whether the talents on duty possess the knowledge, skills and capacity the posts require. The talent resource of enterprises are the source of technological progress and the main stay of technological innovation. The enterprises urgently need to establish analysis and evaluation systems of talent resource management in face of the rapid development of science and technology in the age of knowledge-oriented economy. Now the research in this field is flourishing. Constant exploration and innovations are needed both in the theoretical research and in the practical areas. Therefore this study is of great theoretical and practical significance.This paper adheres to the systematic ideas firmly. Firstly, on the basis of the evaluation system of talent resource, this paper studies the basic content and concepts of talent resource-oriented management, which answers the question of"what". Secondly, this paper discusses the problem of the recruitment of enterprise's talents and the designation of posts and etc., which answers the questions of"who"and"how". Thirdly, the paper discusses the problem of team work talents in the enterprises, which answers the question of"what to be managed". Fourthly, with the goal of improving the economic efficiency of enterprises, this paper discusses the problem of how to stimulate the talents to tap their own potentialities from the perspective of talent resources management, which answers the question of"how to manage". The aim of this paper is to discuss the evaluation method of talent resources management both theoretically and practically. This paper consists of five chapters.Chapter 1, Introduction, answers why to choose the evaluation method of talent resources management as the topic of this paper. Through the analysis of the relationship of talents and economic development, as well as the analysis of talents evaluation methods related, this chapter sets systematic analysis and evaluation methods of talent resources management as the target in this paper.Chapter 2, The Theoretical Analysis of Talent Resource Management, answers the concepts of the talents and analyzes some related theories.Chapter 3, The Systems Analysis of the Recruitment of Talents and the Allocation of Posts, discusses how to find talents. This chapter offers comprehensive methods to evaluate talents and designate them jobs. In the course of evaluation, to ensure the validity and accuracy in the analysis, the outcome of subjective evaluation should be analyzed quantitatively. What is significant is that the comprehensive evaluation methods and difference analysis of talents offered in this paper provide a new way in the theories and methods of the talent resource management.Chapter 4,The Systems Analysis of Team work of the Talents Cooperation, analyzes the management theory of team work and the evaluation methods of the reaction of the association for a total of talents team system. Various growing factors in the team are always affected by the macroeconomic environment. Under the condition of the priority of scenario parameters, these factors work together instead of separately. The performance of the team is definitely the result of the reaction of cooperation. There is the influence of individuals on the team work, and the influence of one individual on another. To improve the accuracy through system efforts of overall evaluation, situational factors and the inter-influence among different indexes in the evaluation system must be considered.Chapter 5, The Systems Analysis of Talents Motivation, answers the question of "incentive of reward for talents". Through reviewing the classical theory of incentive and analyzing the trend of incentive measures, this chapter concludes that the object to be encouraged is the talents .On this basis, it analyzes the significance of incentive of payment for talents and the principles and features of deciding payment for talents. At the same time, it discusses how to decide the talent's payment further. Next, this chapter discusses the management of professional and technical talents in enterprise respectively. For the management talents, entrusted agent theory is used, which sets up the model of reasonable fixing the cardinal number of the contract between owner and managers when they have different information. For the technical talents, models of stimulation effects are to be designed on the basis of the growing curve of talents'ability.The main contribution of this study is as follows:(1)In the selection and recruitment of talents, it improves the comprehensive evaluation method of the talents'qualities. Based on the subjective evaluation method, it introduces the objective evaluation method. It also adopts the step like this: First, to classify and assess the performance of the talents; then, to analyze the result of subjective evaluation quantitatively; finally, to make the comprehensive evaluation. (2)This paper raises the concept of the evaluation of the reaction of cooperation in the team work of talents, and designs the evaluation model of systematic reaction of cooperation. Through analysis of system efforts, it also comes up with the new method to enhance the innovative ability of the team. (3) Theoretically, the paper states that the rewards of talents are decided by both their capital values and use values and then explores the incentive models of different enterprises.In this paper, the relevant analysis is held qualitatively, quantitatively and systematically. System science, operational research, ambiguous mathematics, mathematical statistics and other theories and methods are used to formulate the talents selection model, team work model, talents inspiration model and so on. The paper dwells upon the inherent rules of talent resources management in a related, developing and comprehensive way. Because research on analysis and evaluation of talent resources management is relevant to too many fields and factors, and because the author has imperfect understanding of theories, not all the references and examples are available, this paper may have some defects. Hopefully, the research will be extended in depth and width with the development of science and technology as well as the changes of the circumstance.
