Under the background of the continuously enhancing food qualitative safety (FQS), the special attentionon FSQ problems, and the risk assessment becoming an important ring of FQS risk management in theworld, the study on risk assessment of regional FQS based on related former researches was carried outin this dissertation. The aim was to put forward a new, scientific and reliable approach and basis forstrengthening regional FQS management and exalting China FQS level.The core contents of this research was divided into five parts including the theory basis illustration, riskfactors analysis, the indexes system construction and the valuation model establishment, the riskassessment of regional FQS, and strategic countermeasures.At the part of theory basis illustration, the connotation of risk assessment of regional FQS was clearlyput forward after defining its related concepts. The risk assessment of regional FQS was that: at first,using function assessment model to determine the index weight value among indexes system; then, usingindexes system to calculate the given regional FQS level value at the given period by authoritativestatistics data, using the FQS level value to analyze and judge the development of FQS risk in the givenregion, or to contrast the difference of FQS risk among different regions; at last, seeking the maininfluence factors used as the basis for putting forward a corresponding countermeasures.At the part of risk factors analysis, the representative researches, typical management system and lawsand regulations system, and the FQS risk management practices of Beijing municipal in Northern Chinaand Anhui province in East China were synthetically analyzed in this dissertation. The FQS risk factorswere classified to three groups including social economy development, agriculture devotion materials,and agriculture production area environments. The detailed analysis of FQS risk factors was carried outfrom different food types such as vegetal food and animal food.The indexes system construction and the valuation model establishment were carried out in the third partof this dissertation. The ideal indexes system of the risk assessment of regional FQS was firstly putforward. Then, the determination of indexes and indexes weight value was completed by the relativityanalysis related data released by the office of "vegetable basket engineering" and other department ofAnhui province. The indexes system and the valuation model were also done to analyze regional FQSlevel. The assessment model of regional FQS level was a function with the regional FQS level asdependent variable (Y) and its related risk factors as independent variables (X).At the part of the risk assessment of regional FQS, the change of FQS level value was calculated atdifferent levels using the former assessment model. The differences of FQS level value and its mainlyinfluences factors were quantitatively and qualitatively analyzed, respectively. The analysis was carriedout at national level, at economic zone level including East Zone, Middle Zone and West Zone, and atfood develop region level including Northeast Region, North China Region, Mid-and down-YangtzeRiver Region, South China Region, Southwest China Region and Northwest China region. The strategic countermeasures were put forward at the last part of the dissertation. The present conditionof regional FQS risk management in China and the advanced experience at abroad were analyzed. Basedon the above knowledge, the macro-strategic countermeasures especially aiming at three economic zoneand sis food development region were was put forward from several visual angles such as profoundresearch strengthening, authoritative organization establishment, specialized professional training,special projection input, policy and laws constituting, and new mechanism carrying out, etc.
