Research On Food Safety Risk Regulation System In China

We live in the risk society.Risk is everywhere and it exists in every field such as environment and food safety. The risk of food safety is an very important aspect for the food safety guarantee.Food safety is a hot spot in the world that we always concerned about.Food is god for the people.To ensure food safety is an insurance of our tongue.Many food safety accidents are evolved by the risk.Therefore,the most fundamental for food safety is to reduce and regulate the risk.Only in this way can we ensure the food quality and safeguard the people’s rights and interests.The risk of food safety has some characteristics,for example potential,complexity and social.All of these increase the difficulty of the risk of food safety regulation.In order to achieve the effective regulation of the risk of food safety,the author thinks that the most important is to establish and improve the regulation system of risk.In2014,the publication of The Food Safety Law Of The People’s Republic Of China(Revised Draft),brings a new chance for the development of regulation system of risk.The Revised Draft presents some requirements like “Prevention,Risk Management,Whole Control,Social Cohabitation”for the work of food safety.And we should establish the strictest supervision and management system.So the author discussed the regulation system in view of the risk.Firstly,combing some related concepts and characteristics of the risk of food safety,the necessity and significance of the risk of food safety regulation,the evolution process and change of two concepts in the process;Secondly,combing the existing legal system of food safety,some related regulation system of risk,mainly including Risk monitoring system,Risk assessment system,Food safety standards system,Risk warning system.And summarize the problems;Thirdly,introducing some foreign experiences on the regulation of food safety risk and find the enlightenment to our country;Finally,put forward some countermeasures for the regulation system of the risk of food safety,hoped that can be benefit for the risk regulation of food safety.
