Theoretical And Empirical Research On Capital Efficiency Of Chinese Countryside Poverty Reduction

After many years practice, Chinese government countryside poverty reductionhas obtained great achievement. However, compared with relational research such aspoverty reduction pattern, case analyses of poverty reduction and so on, academicanalyses on capital of Chinese countryside poverty reduction is relatively insufficient,which formed the imbalance pattern between government poverty reduction practiceand antipoverty theory development. Research on capital efficiency of Chinesepoverty reduction is of great importance under such an essential stage that themarginal capital efficiency decreases progressively day by day. The paper will utilizemodern antipoverty theory, development economic theory and a transitional theory,combined with empirical analysis to make a tentative analysis to capital efficiency ofChinese countryside poverty reduction, and aims to empirically examine theinvestment direction, transmission efficiency and input efficiency, and reveal the lossmechanism in poverty reduction fund transmission and advance some useful countermeasures.In order to achieve the above goals, combined with poverty reduction fundoperating flow and antipoverty theory, development economic and transitionaleconomic theory and modeling method, the paper makes empirical analyses on capitalefficiency of Chinese countryside poverty reduction, and achieves following results:1. the most characteristics of Chinese poverty reduction is take the government as the leadingrole. After clear elaboration on Chinese poverty reduction fund management system, participationpart and operating model, the paper combs the operating flow and key stages of poverty reductionfunds, respectively the design and policy-making stage, the transmission stage and receive and usestage, and carries out the research on capital efficiency of poverty reduction under suchclassification.2. Analyzes the demand of impoverished peasant household and investment structure ofChinese poverty reduction. Based on the elaboration of resources and budget quantity of povertyreduction funds, the paper analyzes the revenue and expenditure and demand structure, and pointsout the achievement and problems in poverty reduction investment, and puts forward the policyproposal in view of such situations.3. Constructures gambling model to explain the loss mechanism of Chinese poverty reductionfunds, and carries on empirical examination on transmission efficiency by quantitative analysis.Such characters may take adverse effect to capital transmission efficiency as the multi-mainbodies, the multi-goals as well as multiple agents in process of capital flows; hence the paper constructs a gambling model and illustrates the loss mechanism in process of poverty reductionpolicy transmission. And then the paper constructs econometric model and makes empiricalanalysis to capital transmission efficiency, which indicates that the investment plays great roles inagricultural growth in poverty region on one hand, and also takes low efficiency phenomena onthe other hand. In the end, the paper advances correspondence advices from aspects ofmanagement system and operating mechanism of poverty funds.4. Quantitatively examines the fund use efficiency of Chinese countryside poverty reduction.It firstly qualitatively analyzes the problems that exist in poverty funds use stage. Thenempirically examines use efficiency of Chinese poverty reduction with quantitative method andprogramming way. The results indicate that the overall use efficiency of Chinese countrysidepoverty reduction shows ascend tendency, which means the use of poverty reduction fund is moreand more effective; as to specific region, the eastern provinces is highest and then the middle andwestern area, which shows that the population of poverty reduces with the enhancement of useefficiency of poverty reduction.5. Proposes the necessary measures in improving capital efficiency of Chinese countrysidepoverty reduction. It analyzes the agent problems, local finance system and decentralization thatinfluence capital operating efficiency in process of capital operating. Then it advancescorrespondence advices from aspect of impoverished main body construction as well as thenecessary environment and institutional construction.The paper thoroughly analyzes the investment efficiency, transmission efficiency and useefficiency of Chinese countryside poverty reduction, and advances correspondence measures inview of specific problems in each stage, all above analysis may be beneficial to relative studiesand policy makers.
