Research On System Analysis, Evaluation And Management Of Circular Economy Of China

This paper from the angle of system, using theories of system science, new institution economy, management and method of game theory, DEA(Data Envelopment Analysis) and multi-objective input-output analysis, analyses the structure, function, aims, character, mechanism, regulation, evaluation, behavior and management of substantial flow. And then, systematical management of circular economy is integrally brought forward. Finally, way and countermeasure for developing circular economy in our country are discussed. The main job of this paper is as follows:The first part is theoretical research, located in the second, the third, seventh and eighth chapter of this article expounded the theoretical frame of system of circular economy and its evaluation and management in principium. System of circular economy is a nature-economy compound cycle system composed of sub-system of nature-cycle and economy-cycle. Afterward, the structure, function, aims, character etc of system of circular economy are presented. Management system of circular economy is composed of sub-system of ethic, subject, object and practical mode, in which government, corporation and public constitute subject of circular economy. Institution, system, mechanism and technology constitute object of circular economy. The train of thought for developing circular economy in our country can be sum up as: government leading, market assisting, public entering and advanced positively. In the end, two ways to realize circular economy are pointed out, one is the Dematerialization with means of reducing, reuse, recycle, regeneration, replace and harmless, the other is non- material by means of transform the product- economy to service- economy.The second part is quantitative research, located in the four, fifths and sixth chapter of this article. In this part, indexes on evaluating circular economy are designed, these indexes mostly relate to resource & environment, economy & society are also involved. The model based on DEA and designed for evaluating efficiency of circular economy not only is satisfied with the character of multi- -input and multi- -output about system of circular economy, but also can discover the matters lie in the system and present corresponding project to settle the matter. The table of input-output based on circular economy can track the direct or indirect flow of substance in department of resource, product, cycle-utilize and waste-disposal. This can make references to Stat. and management of substantial flow in our country.The third section is applied research. In this part, After applying the mold of ANN and DEA to evaluate the development and efficiency of circular economy of 31 provinces, cities and municipalities in china in 2003, we can draw an conclusion that the development of circular economy in our country is imbalance, the zone with high-level of development in circular economy are mainly distributed in southeast seaboard and zone traditionally with strong economic strength, midland takes second place, the western is lowest. The zones with high efficiency in circular economy mostly are zones with strong economic strength, but not all zones with the most powerful economy go with the highest efficiency.
