Regional Environment And Economic Coordinated Development Of The Evaluation

Recently, as the result of the manner of the economic increase which is extensive economy for a long time in Guangdong Province, it is difficult for the pollution administration to get rid of. It brings critical environment and natural resources troubles, and the pressure of the pollution administration is being high increasingly, and the economic development has needed the high cost in this period. It has become the key factors which restrict the sustainable development of Guangdong province. So the researches on the sustainable development and the coordinative development of the regional ecological environment and economy system are especially important, and have actual meanings urgently.On the basis of the obove-mentioned background, this paper analyzes and evaluates the sustainable development of the ecological environment and economy systematically, which applies some approaches and means syntheticlly, such as the system analysis, Analytical Hierarchy Process (AHP), Multi-variate Statistics Analysis. It combines the qualitative analysis with the quantitative analysis, and integrates theoretical analysis with practical application in this paper. The contents include: (1)buildding up the index system of the coordinative development about the environment and economy system in Guangdong Province;(2)constructing the models and methods to evaluate the condition of the environment and economy system;(3) discussing how to choose the method of the weight during weightting the index;(4) evaluating and analyzing the economy, environment and the coordinative development about the system from 1995 to 2005 in 21 cities in Guangdong Province;(5)studing the Countermeasures for the coordinative development of the environment and economy system in Guangdong Province.Through the analysis and research, main understandings and conclusions obtained in this paper are as follows:(1)When we decide a weight of the index system, the combination of subjective weight and objective weight is more scientific and reasonable than the single weight through the concrete work.(2)In the whole Guangdong Province, the coordinative degree between the economy and environment is on the downside from 1995 to 2005. The max degree appears in 1996, and the lowest degree is in 2005. The range descended is about 0.3 in 11 years. The coordinative development is stable in the Ninth "Five-Year Plan", and it decreases obviously in the Tenth "Five-Year Plan'Mn the process of assessing and analyzing the indices, the economic comprehensive indicators have the trend to rise, and the environmental comprehensive indicators fluctuate unobviously and come down weakly.(3) In the 21 cities, the coordination degree between economy and environment is higher in 7 cities, such as Shenzhen, Zhongshan, Yangjiang, Yunfu, Zhaoqin, Heyuan and Huizhou. The highest is Yangjiang and the second is Zhaoqin and Heyuan. The degree lies in between weak coordination and middle coordination in Dongguan, Zhanjiang, Maoming, Jiangmen, Zhuhai, Qingyuan, Shaoguan, Meizhou, Chaozhou, Shantou, Jieyang, and Shanwei. And the degree is between middle maladjustment and weak maladjustment in Guangzhou, Fushan.(4) Development measures: taking an emphasis on the whole coordination, and taking into account the regional coordinative balance. Increasing the intensity to administer pollution and protect and construct the ecological environment, and carrying out an approach of environment first and recycle economy. Those promote the economy and environment healthy, coordinative and sustainable.
