Research On The Assessment Of Business Environment In Guangdong Province

The 16 th meeting of the Central Leading Group on Finance and Economics put forward some policies,which mean to improve the investment and market environment,and create a stable,fair,transparent and predictable business environment.The advantages and disadvantages of a business environment in a region directly affect the amount of investment and the quality of business operations,and ultimately have an important impact on the state of economic development,fiscal revenue,social employment and so on.However,due to the unbalanced economic development between regions in China,there is a large gap between the business environments of different cities.There is no doubt that finding out the strengths and weaknesses of the business environment between cities can improve the local business environment,stimulate market vitality and creativity,and unleash the enormous potential of the local economy.This paper first has a descriptive analysis of the business environment and constructs a comprehensive evaluation system for the business environment including six dimensions: soft environment,market environment,business cost,urban infrastructure,social service environment and ecological environment.Afterwards,the economic data of 21prefecture-level cities in Guangdong Province in 2016 were selected and the business environment was measured and compared using entropy method.Based on empirical measurement results and descriptive statistical analysis,this paper concludes the main conclusions of the business environment in Guangdong: From the soft business environment,the convenience of start-up enterprises in Guangdong Province has been at the national leading level and is further optimized,but there are still some problems:the quality of intellectual property development is not high,and the investment in infrastructure construction is declining.In the market environment,the manufacturing industry in the Pearl River Delta region has boosted the rapid economic growth,but at present it is also facing tremendous pressure for the upgrading of industrial structure;In business costs environment,the disadvantage of salary level is gradually weakening,electricity and water prices is further decreasing and housing prices have become the most important factor;In terms of urbaninfrastructure,investment in Guangdong Province is mainly concentrated in the Pearl River Delta region,but its role in promoting the economy is weakening;In terms of social services,investment in science and technology especially in basic and applied research in Guangdong Province is seriously deficient.
