This paper analyses what the effect of agglomeration and dispersion of manufacturing on regional industrial structure and organization based on Guangdong province under the main theories of New Geographical Economics (NGE), then puts forwards their policy implications. We firstly analyze the determinative factors of agglomeration and dispersion of manufacturing, then we focus on their geographical equilibrium and the condition of outsourcing which is a new form of dispersion of manufacturing.Within this theory structure, this paper analyzes the trend of agglomeration and dispersion of manufacturing and the change of regional specialization as the market integration is in speedup according to the fact of Guangdong Province. We find that Guangdong Province still stays in the left side of converted U curve of agglomeration and dispersion of manufacturing, and their specialization also get rise. The fresh industries mainly agglomerate in Zhujiang Delta, some of traditional industries are dispersed also in Zhujiang Delta and its anear cities. In the next chapter we find that near to the market and economic scale are the most significant determinative factors of agglomeration and dispersion of manufacturing by econometrically analyzing data in the year 2000 and 2003.To put the research further, we use case study and questionnaire study. In the case study, we analyze the change of structure of manufacturing in recent three years in Qingyuan, and discuss what the effect of social capital, transportation, institution cost and information cost on agglomeration and dispersion of manufacturing. In questionnaire study, we analyze the factors which determine enterprise location by valid 259 questionnaires of Panyu, which proof what have analyzed above in the side of enterprise.Finally this paper deduces there are regional side-effects, trade interaction effects, threshold effects, lock-in effects, selection effects, lagged effects and self-fulfilled effects in regional policy, and analyzes local government's behavior and their effect on agglomeration and dispersion of manufacturing within Buchnan's theory hypothesis.
