A city is the development result of social productivity and the symbol of the civilization of the mankind. Urbanization is a common regulation of the social development and an inevitable road when the backward traditional society walks up to the advanced modern times. Prof. Moore, an American scholar pointed out that the way of dealing with problems of peasants determines the methods of modernization and how much should be put into to realize it. Each country or region should go through the process of urbanization, industrialization and finally achieve the goal of modernization, but the ways to achieve such a goal may be different in various countries or regions. China has already entered the new stage of modernization. A futurologist thinks that the urbanization in China is one of the two motive factors for the economic growth and social development in the world in the 21st Century. The northeast China has been deeply influenced by the system of planned economy for a long period of time, thus the concept of market-oriented economy has quite weak impacts in this region. It is necessary and essential to explore the countermeasures for the development of new-type urbanization in Northeast China, and thus to speed up the new-type industrialization, modernization and the integration of urban and rural areas in the background of the current slow development of urbanization in this region.
