Study On Investment System And Constructing Management Mode Of Public City Pipeline

The public city pipelines are the important constituent parts of the fundamental city facilities. The rights of management for pipelines belong to much more departments and these departments execute the power of their own for a long time, which can result in forming enclosed-type constructing management by every equities unit. It is difficult to harmonize for this kind of disperse constructing mode. To dig the roads of city repeatedly becomes one of disharmony factors on the utilization of underground space. In view of this state, on the basis of multiple constructing schemes of public city pipelines and analysis of development trend, the investment system and executing management mode of public pipelines are researched in this work.The five main works have been done in this paper: (1) study on multiple constructing schemes of public city pipelines. The paper have analyzed such characteristic as the overhead pipeline laid scheme, the underground pipeline laid plot, the intensive information pipeline laid scheme and collective ditch laid plot, and summarized the development trend of constructing pipeline management. (2) This paper analyzes the current state on development environment of the pipeline industry and investment & financing system of the public city pipelines. To segregate the reality and passage of pipeline is brought forward. That financing mode for apportioning many departments and multiple financing modes is used to passage of pipeline. The objective mode for innovating investment & financing system of public pipeline is established. (3) This paper research for cost estimation & cost apportionment of public pipeline, analyze the mode of cost apportionment and the answer of cooperative game mode. Based on above-mentioned, the key of cost apportionment mode is use to study on apportionment constructing cost of pipeline passage.
