Underground comprehensive pipe corridors are conducive to the promotion of modern urban construction.They are actively supported by the country and are widely concerned by urban residents.However,the quality control of the underground integrated pipe gallery project is strict,the construction cost and daily operation and maintenance cost are high,and it is difficult to obtain a return on revenue in a short period of time,resulting in the complexity of the underground integrated pipe gallery project cost and return.Compared with foreign countries,it is difficult for our government to bear all the expenses required for an integrated pipeline.Therefore,China's underground comprehensive pipeline project construction and operation of public-private cooperation PPP mode.Reasonable fee pricing is an important factor affecting the return on revenue from integrated corridors.At present,China's comprehensive pipeline pricing has not yet formed a unified standard.How to formulate a scientific fee pricing model is the focus of the government,pipeline units,and social investors,and it is also the focus of operational fees research.In addition,although each pipeline unit has entered the underground integrated pipeline corridor,it is not enthusiastic about the project investment.How to encourage the pipeline units to participate in the investment has become an urgent problem to be solved in the current stage of operating cost research.Based on the literature review and project practice,this paper conducts relevant research on the operating charges of China's underground integrated pipeline corridors under the PPP model.First,the relevant theories of the underground integrated pipecorridor,PPP mode,and operation management were combed.Then,a focused analysis of the operating costs and operating benefits of China's underground integrated pipeline corridor under the PPP model was conducted.On the basis of clarifying the main body of operating charges and influencing factors,according to pricing principles and process framework,with the pipeline units in the corridor as objects,a fee pricing model for underground comprehensive pipeline projects in China under the PPP model has been constructed,which is an underground integrated pipeline corridor operation in China.Fees provide a certain reference.Then,according to the principal-agent theory and the incentive mechanism,a cost-sharing game model between the government and the pipeline unit is established to stimulate the investment of the pipeline units in the corridor.This model also provides ideas for the government to formulate relevant operational financing countermeasures.Finally,through the case analysis of the comprehensive pipeline corridor in Haikou,we provide practical basis for the above-mentioned fee pricing model.
