Study On Practice & Prescription Of Building Learning Government In Tianjin Committee Of Commerce

As the knowledge-based economics coming, traditional public administration encounters many challenges of breakup and reengineering. Furthermore, the government has to find the new theory to re-orientate its role and adjust itself basically or directionally due to the public administration reformation's rising. Learning organization and enterprise reengineering both are in the front line in theory field. And it's just the theory of learning government that put both two theories which mentioned above into the reorientation and adjustment to the mold of the traditional administration and the way of the management.By means of the combination of theory and practice, this paper carries out a research on the practice of learning government in Tianjin Committee of Commerce by means of unifying general analysis and example analysis, quantitative analysis and qualitative analysis. And it's also use the methods of literature review and interview to find out how the theory of Learning Organization is used in government, which is the innovative point of this study. In this paper, I have introduced the necessity of learning government foundation, the main measures we have been taking, the superiorities we have, and the result we get from the practice of learning government. Meanwhile, I've been analyzing the limitations through investigation and study while the learning government has been taken in Committee, and putting forward some suggestions such as to build suitable learning culture in office, to improve the manners and ways about training, to strengthen the system building, to widen the information channels, to make the organization more flexible and to lay more stress on staff's needs.This paper penetrate the limitations on study of learning government which is always taken on the theory mostly before, and strive to provide the experience operating learning organization into government. And I wish the case study of Tianjin Committee of Commerce were popularized and served other government offices invaluable advice to build a learning organization.
