Highway Business Development Strategy Research

To solve the problem of insufficient governmental fund for highway construction in China, bank loan and market capitals were introduced as a basic solution. This strategy is successful for our country to promote the development of road transportation and to alleviate its "bottleneck restrictions" of national economy and social development. The highway operation enterprise, as a special enterprise colony, is a result of this strategy. Therefore successful operating of the enterprises is vital to the development of road transportation. As we known, a completed governance, a outstanding management team and a scientific development strategy are the three feet to support an enterprise development. So the enterprises in the world paid more and more attention on studying, making and implementing the development strategy. But for the highway operation enterprise in China with a series of distinct characteristics, suitable strategy management theory and method system have not yet been set up at present. It left an important problem to be solved for these enterprises.In view of this, the paper, based on enterprise strategy management principle, focuses on economy and road, and carries on systematic research to the development strategy management of highway operation enterprise, supported by theories of management, industry economics, financial accounting, etc. The paper includes two parts. The first part is the theoretical research of highway operation enterprise development strategy, and the second part is a case study of highway operation enterprise development strategy.The first part, based on summarization of the published achievements of development strategy research of highway operation enterprises and strategy management theoretical research, analyses the special background of highway operation enterprises operating, the industrial characteristic of expressway, the operational characteristic and risk characteristic of highway operation enterprise, which is to conclude the common law of development of highway operation enterprise. And then the author puts up forward the basic strategic guidelines for enterprises to made development strategy. Above all, from the perspective of research system or contents, innovation is embodied in this part.The second part, in accordance with the suggested strategic guidelines, chooses development strategy research of Henan Zhongyuan Expressway Co., Ltd. as the case, and studies some practical problems, such as the methodology and strategy system about strategy research and second-phase development of highway operation enterprises, etc. And the object of this part research is to offer references on practice for highway operation enterprises to study their development strategy better.
