Evaluation And Research On Regio-nal Characteristic Industrial Base In Hebei Province

The development of county economy is closely related to the development of characteristic industry, vigorously developing characteristic industries is an important means of promoting the development of county economy. In "Eleventh Five-Year" period, the Science and Technology Department of Hebei Province have launched the "construction industry base in Hebei Province" to enhance the economic competitiveness of County, and then promoting the development of characteristic industries through the base construction and role model. Having found out the advantages and disadvantages of the development of characteristic industry base and promote its ability of independent innovation, characteristic industry can be close to expansion and upgrade. Therefore, establishing a complete evaluation system about regional characteristic industrial base is an important and urgent matter.In accordance with the principles of modern comprehensive evaluation index system, this article construct index system about regional characteristic industrial base in Hebei through scale, market competitiveness, benefit and sustainable development. Calculating ranking of each characteristic industrial base and finding out key factors which influence the development of characteristic industry by factor analysis, and with the help of cluster analysis, dividing them into three categories:strong growth,growing.weak growth. By this set of evaluation system,we can research differences of county economy in Shijiazhuang, and divide its 17 counties into three categories:developed counties(cities), developing counties(cities), poor counties(citise).then analysis the relationship between county economy and characteristic industry. On this basis, we propose strategic concept about the County Innovation System(CIS) of Hebei, describe the meaning and functions of CIS, analyze the reason of CIS's construction, determine the content of CIS's construction, finally, we can analyze CIS's construction based on county characteristics industrial clusters.
