The forestry electronic Government (e-Gov) system is a complex system, its complexity manifests in the system structure and the system construction two aspects. To normalize design and operation of the system, needs to draw up a set of the standards, specifications and methods which maps to each forestry management organization e-Gov system design process in, and to the interoperability and information-sharing solution between forestry management organizations. The goals of the normalization are to realize the interoperable capability of the forestry e-Gov system and to reduce total cost of ownership (TCO). This thesis adopts the enterprise architecture as tool to describe the universal set of the standards, specifications and methods. The enterprise architecture is used to research the elements in forestry e-Gov system and their relations, as well as system design thought, information-sharing and the reuse mechanism. This thesis applies the Zachma enterprise architecture theory and the software architecture construction theory to the research on forestry e-Gov enterprise architecture framework.This thesis put forward the 5S concept which integrates "digital forest", the forestry information system and the forestry e-Gov system. It proposes to set up a forestry CIO committee and a forestry e-Gov enterprise architecture repository (FEGEAR), and to issue the FEGEAR on website. These suggestions are the preconditions to realize the forestry e-Gov enterprise architecture effect. This thesis put forward a forestry e-Gov enterprise architecture framework static model (FSM) with 6 layers. FSM is composed of service, information, application, data, technology and non- technology layer, each layer containing a reference model. These reference models contain information of the methodology, the technologies and specifications used for construction of the forestry e-Gov information system.The business reference mode(lBRM)in FSM is constructed by the business area classification and the support-relation classification. By two classifications, BRM can describe the relations of business process clearly and also can help to analyze and eliminate the business process redundancy. BRM provides the help for choosing the e-Gov projects, IT investment decision-making, and finding opportunity of the system reuse. The information reference model(IRM)is a descriptive framework used to describe the forestry e-Gov business information classified. This thesis designs 6 kinds of information views for different service objects in IRM. These information views are derived from business processes described by BRM. Among the information-sharing view and the XML-table is a solution for information sharing across organization. IRM provides the analysis foundation for the forestry e-Gov system data platform construction. The thesis designs the data reference model(DRM)which describes technology-oriented data platform from the overall view. The data platform consists of the subject databases, the data warehouses and the fundamental relation tables.
