The management of national forest resource data and construction of service system refer to many problems such as cross-department data integration, distributed Management, multi-level service and so on. Firstly, this article analyzed our national forest resource data and management situation based on software engineering principles and systems theory, etc. Furthermore, this article has researched the basic concept, main content and internal links of national forest resource data service system, as follows:1) Forestry resources data involves many contents, so firstly this article defines the scope of information resources. Our forestry resources mainly contain forest resources investigation data, desertification data, wetlands resources monitoring data, forest biodiversity monitoring data.2) Through the analysis of status quo and management of our national forest resource data, we come up with the following key issues to be resolved:firstly, our country's forestry resources data are physically dispersed across the hardware base, and all sorts of data type have their own standards. What's more, department at all levels have different standard on the same data type, so the data needs to be integrated to form a unified concept, and realize unified management of scattered data through technology, not just putting the data together; Secondly, because management and application of the data is a complex project, facing various users and demands. In order to reduce the complexity, there needs to use the principle of layering when designing the structure of management and service system, and provide hierarchical management and service; Lastly, forest resource services not only supply department at all levels with summarizing statistical reports, but also offer base data services to meet hierarchy of needs as system integration and so on.3) The framework is dispensable in the previous system design, but with continuous increasing of the complexity of system and relationship between them, the design of framework is very essential in terms of systems engineering and software engineering. If not, there will must cause problems such as fuzzy structure, ambiguous task,weak system and etc. Based on the theory of Zachman framework for Enterprise Architecture, this article puts forward the model of forest resource information management and service architecture, and defines the task of each layer and the association between them.4) In order to provide web-class efficient access to data resources, D-Cache is used such as tiled data. In the past this fell into areas of business application systems, and the generated objects were private. In this article this is brought into areas based management of forest resource basic data, because the technology of generating cache data has already been mature, and widely recognized in usage. For more important, as for fundamental data, the application is not just integrated in a specific business, but in the form of basic services to shared access. The following case is which use fundamental data to carry out direct invocation of map, printing and business integration in electric license handling system.5) This paper has researched some key technical issues such as distributed peer management, peer service optimization, multi-user concurrent accessing control and so on in the building of national forestry resource information service system, and put forward the REST architectural style, which advantages is simplifying the management of distributed forestry resource data, providing basic and high-powered access service, and integrating itself with others simply.6) Combination of digital forestry construction projects in LiaoNing province, the mentioned framework design, the integration of forest resource data, the construction of standardization, entity of Universal Technology, system style and etc have been validated in this paper. Though the construction projects is province-level, the basic principle is interconnecting in terms of the integration of forest resource data, management and service, so it can be use for reference to a certain degree.
