Study On Raising Of Forest Ecological Benefit Compensation Funding

Since forest ecological benefit compensation mechanism established in China, there have been many problems in its development process, such as the low standard of compensation, the lack of funds of forest ecological benefit compensation, and so on. The forest ecological benefit compensation funds have been provided by the central and local finances in China, with single-channel, unstable defects. Ⅰt is urgent to find new ways to raise funds.In this paper, I reviewed the literature of forest ecological benefit compensation fund raising under the guidance of the labor value theory and public goods theory. From a micro and macro perspective, Ⅰ analyzed positive effects and negative effects the issue of ecological lottery may be brought. Then, Ⅰ summarized the contrast of forest ecological benefit compensation fund-raising ways, analyzed the supply and demand of forest ecological benefit compensation funds, made study on advantages of lottery as an investment, and presented the idea of the need for the issue of eco-lottery. In the third part, I selected the lottery sales revenue, per capita GDP, lottery technology and policy, the time variable indicators from1987to2011, established model on the Cobb-Douglas function, used the least squares method (OLS) linear regression, estimate the issue space of eco-lottery. The results show that we will collect about15billion per year from2012to2016, if the issue of eco-lottery can get permitted. At the same time, the author investigated130lottery buyers’willingness to buy eco-lottery in Beijing, analysis results show that approximately58.33%of lottery buyers will support the issue of the ecological lottery. At the end of the paper, I suggest the government should raise the fund of forest ecological benefit compensation from the long-term and short-term angle apart.
