Ecological And Economical Effects Of Forest Managing Right Reform: A Case Study In Zixing

The development of Eco-forestry economy related to the sustainable development of China's economic and social. Forest Managing Right determines the efficiency of forest resources' cultivation, protection and utilization as well as the the distribution of it's income. So to establish a rational forestry property system, to achieve the organic unity of three major forestry benefits is the inevitable requirement of the development of modern forestry.In this paper, on the basis of the analysis of forestry status quo at home and abroad , forest managing right reform history and their relationship , as Hunan Province's focus forestry districts Zixing as a case study, the ecological and economical effects of reform of the forest right that at the core of forest and forest land use rights transfer was comprehensively investigated and summarized ; At the same time, with the ecological economics,the application of ecological economics alternative law and the market value of the shadow price method, we quantitatively analysised ecological and economical effects in Zixing's Forest Managing Right Reform from 2004 to 2007, and pointed out the problems existed in Zixing's Forest Managing Right Reform, at the same time we proposed the deepen reform measures. The main results are as follows:1) The situation of Forest Managing Right reform in Zixing: Since July 2004, Zixing is the first to carry out the forest right reform that at the core of forest and forest land use rights transfer in Hunan Province, the main measures are developing the reform program, standardizing the transfer process , opening the trading, clearing the right of the forest, stricting the protection and management of forest resources, stricting managing logging plan and stricting the implementation of the "forest reserve fund" system and improving the forestry joint-stock.2) The ecological effects of forest Service : Through 4 years reform of forest and forest land use rights transfer, by the year of 2007, 13153hm² collective forest was transferred, accounts for 62 percent of circulation, national forest 930 hm², accounts for 4.4 percent of circulation; The proportion of collective forest land dropped from 2003's 52.8 percent to 46.6 percent , and the proportion of private forest land increased from 2003's 34.7 percent to 41.4 percent; The positive of main social afforestation and reforestation was enhanced, at the aspect of Eco-efficiency, more than 10 million cubic meters can be increased, valued at 2.23×10⁷ yuan water can be reserved in every year, the forest coverage rate increased from 2003's 73.84 percent to 74 percent; the processing business market in wood and bamboo, the capacity and quality development of forest products industry.3) The economic benefits of forestry: Quantitatively analysis the four-year Forest Managing Right Reform, 125, 520, 000 yuan social capital was attracted to forest and forest land transfer, 38, 880, 000 yuan increased in Forest production investment, the income increased 35, 700, 000 yuan that come from the highten prices of Commodity timber, the development of forest products processing industry increased 800, 960, 000 yuan, as well as the reform of the income distribution increased 9, 000, 000 yuan, and its economic benefits is more than 10 million.4) After the reform of Forest Managing Right-system, People's enthusiasm of afforestation improved .Eco-efficiency becomes clear. The economic value is 71430400 yuan. According to the findings of the study, the total volume of the forest's conservation water is 4507.71·10⁴m³. a^-1, its ecological and economic value is 30200000 yuan. a^-1. With method of the cost of afforestation , the value that forest ecosystems fixed CO₂ is 20761000 yuan. a^-1. Every year, in Zixing the new afforestation absorbs SO₂ ,which the value is 474400 yuan;and the reform absorbs dust ,which the value is 20469400 yuan. a^-1 .5) The social benefits of forestry: 154, 729 workers were solved, the direct social value is more than 7.2 billion, and the indirect social benefits is incalculable in four years Forest Managing Right Reform .6) The problems existe in the Forest Managing Right Reform: Due to the lack of ecological planning guidance, imcompletment of forestry laws, appeared some problems such as short-term behavior of one-sided transfer, "black box" operations and cheating in cut indicators , some of the timber processing business violated the regulations, irregular assessment of forest assets, and logging more than the strength of the local forest resources.7) The responses and measures to deepen the Im Kwon-reform: Proposed that according to Hunan Province policy combined with the practical of Zixing, mainly from making ecological plan that fit Zixing's economic and social development, introducing collective forest rights reform policies and taking appropriate reform measures to deepen Zixing's collective forest rights reform.
