In the modern society when capitalist countries were already successful in building market economy, no socialist country in the world ever attempted it; and as only in capitalist society was market economic model developed systematically, market economy was equated with capitalism, while incompatible with socialism. Some western economists, represented by Paul A. Samuelson and William D. Nordhaus, think that market economy, as a special product of capitalism, is based on private ownership although they have tried to approach the problem of market economy in the perspective of the allocation of social resources. Other economists like A.Thompson regard market economy as capitalism, and capitalism as market economy. In the socialist countries with planned economy pattern, it is also a popular opinion that market economy has nothing to do with socialism, and socialism is chiefly characterized by planned economy.China began to carry out the policy of reform and opening to the outside world at the end of 1978, and after more than a decade's exploration on market-oriented reform, in the fourteenth National Congress of Communist Party of China in 1992 was divinely declared according to Deng Xiaoping Theory that China was to "establish socialist market economy system". And now after another decade's development, it is true to say that developing market economy under socialist conditions, which is unprecedented and original, is a historic contribution by Chinese communists to Marxism, and shows Communists Party's courage to keep reforming theories so as to keep pace with the times. The transformation from planned economy to socialist market economy, as a historic breakthrough after the fulfillment of the policy of reform and opening, opened a new situation for the development of economy, politics and culture in China. Establishing socialist market economy is of great significance to the prosperity of Chinese economy and Chinese Characteristic socialism.Socialist market economy in China, initiated by Deng Xiaoping, achieved substantial development during Jiang Zemin's presidentship. Deng Xiaoping firstly put forward the ideas that "planned economy is not equated with socialism, andcapitalist society also practices planned economy; market economy is not equated with capitalism, and there also exists market in socialist countries" and "socialist countries can also practice market economy", which helped to build up a solid foundation for developing socialist market economy in China. And Jing Zemin, on the basis of Deng Xiaoping Theory and the research achievements in the field of economics, noted that the reform of economic system was targeted for establishing the economic system of socialist market in China. With a series of breakthroughs both theoretically and practically, a relative systematic economic theory about socialist market economy came into being following the 14th, 15th, and 16th National Congress of CPC. At present, China has successfully finished its initial step towards socialist market economy, which has greatly promoted the social productivity, overall national strength and people's living standard, making China strong enough to endure international financial crises and severe domestic natural disasters and plagues; and China's economy has been maintaining a nine per cent increase each year since the reform and opening, and in 2002, GDP in China amounted to 10,000 billion yuan, ranking sixth in the world. Meanwhile, concepts appropriate for developing socialist market economy are also forming.This thesis consists of eight chapters. In the introduction, the writer explains that Jiang Zemin's thought on socialist market economy, as an organic part of "Three Represents" Theory, are included but also embodies and enriches the Theory, and that Jiang's economic thought is a great contribution to developing Marxist theory on productivity and production relations. And then after an analysis of Marx and Engel's implications about future society, Lenin and Stalin's practice, the exploration of socialist nations in eastern Europe, Mao Zedong's viewpoint on socialist market economy and Deng Xiaoping's contribution to socialist economy theories, the writer indicates that Jiang's economic thought is original for developing socialist economic theories. Chapter one explains the international background as well as the practical and theoretical contexts of the formation of Jiang Zemin's thought on socialist market economy. Chapter two traces the history of the formation of Jiang Zemin's economic thought. In this chapter, the writer explains how the Party, following the Third Session of the 11th Central Commissionof the Party, was beginning to be clear about the relationship between plan and market; and points out the key stages marking the evolvement of socialist market economy after the 14th National Congress of CPC. From Chapter three to Chapter five, the main contents of Jiang Zemin's thought on socialist market economy are illustrated in a systematic way from the perspectives both of theory and practice. The third chapter first analyses the basis of the social system for developing socialist market economy, and then indicates that Jiang's economic thought is closely related to the basic system of socialist society. In the fourth chapter, after an explanation of the operation mechanism of socialist market economy, including how to foster and rebuild market entities, to foster and develop modern market system, and to strengthen and perfect macro control in the whole country, the writer illustrates both theoretically and practically Jiang's contribution to developing socialism. Chapter five explains Jiang Zemin's economic thought and the important acts done by him in relation to how to build and perfect the security systems of socialist market economy, involving social security system and the security systems of law and morality. In the sixth chapter, the writer compares Jiang Zemin's economic thought with its counterparts in the world, pointing out that Jiang's economic thought is chiefly characterized by its basing on China's reality and also absorbing the world achievements of the thoughts on economy. The writer concludes in the conclusion that Jiang Zemin's thought on socialist market economy is significant to perfecting socialist market economy system and realizing socialist modernism in China, and inspiring for less developed nations to develop market economy in their countries.
