Study On The Industrailization Of Agro-High-Tech

This paper deals with a comprehensive study of the Agro-High-Tech Industrialization (hereinafter AHTI), from the point of review of theories, analysis on present status and strategies for further development, including its concept, propping up theories, growth law and evaluating index system; worldwide development and experiences, domestic status and problems existed and causes of these problems; significance to develop, development needs, key fields to select, clues to settle those problems and strategic proposals to develop it. The followings are conclusions: 1.Based on logics, the concepts of "Agro-High-Tech", "Agro-High-Tech Industry "and "AHTI"have been confined in this paper. The Agro-High-Tech is the application of high-techs to agriculture, which covers the living biotech, information-tech, space-tech, new energy-tech, new material-tech, auto-engineering-tech, ocean-tech and eco-tech applied in agriculture. It can be divided into three types from the point view of tech-fields, i.e. agro-bio-tech, agro-information-tech, and modern agro-tech of resources and environment engineering; eighteen branches from that of tech-development, which includes genetic engineering, cell engineering, enzyme engineering, micro-organism (ferment) engineering, and remote sensor-techs (RS, GIS, GPS), long range communication-tech, computer network-tech, database-tech, new energy-tech, ocean-tech, new material-tech, space-tech, environment controlling-tech, diagnosed fertilizing-tech, engineering management-tech and harmless and no-epidemic production-tech etc.; and twenty ones from that of enterprise face, i.e. animal rapid breeding, intelligence agro-expert system (AES), facility (factory ) agriculture etc.. The Agro-High-Tech Industry is specifically limited to China's newly formed agro-industries rich in knowledge, technology and funds. It is also called the cluster or group of business enterprises, including those formed in research, development, extension, and application of agro-high-tech during the periods of pre-production, production and post-production. Normally, it exists as an integrated association of research, agriculture, industry, and trade. In China, the AHTI is defined as "facing the market, regarding the agro-high-techs as primarily constitute factors and turning them into independent agro-high-tech enterprises and producing new type agro-high-tech products, or putting them into reforming the traditional agriculture industry and making the later producing a newly type produce that is rich in high-tech ,it is usually an integration of research, agriculture, industry, and trade". Both agro-integration and AHTI are all enterprising in agriculture, facing peasant households and leading them into markets. The differences between them lie in their growth backgrounds, composing factors and targeting models etc. 2.To build a comparative integrated framework for analysis, the AHTI's product property, mechanism of formation, development characteristics, mechanism of supply and growth etc. have been comprehensively studied from the point view of related theories, such as Public Economics, New Institutional Economics, Industrial Economics and Technological Economics. It is discovered that no matter what attributes of the agro-high-techs are, all kinds of AHTI have the mixed properties of public and private goods. The product attributes of AHTI make the supplying mechanism as a newly productivity growth one, which merges both market and government's creative function and innovation behavior. Therefore, the AHTI should follow the Enterprise Corpus Law, which means that enterprises are the principle parts in converting high-tech achievements into products and the formation of industry. But AHTI can not get away from the strongly support of government, which includes the supplies of policy, R & D funds, international exchanges and cooperation, tech-market, law making, method of service, professional personals etc.. AHTI is the causal system vicissitude or innovation and the 'destructive'reform to the economic growth mode of traditional agricultural businesses; therefore ,it requires a overall system reform both in market and politics. The Enterprise Corpus Law suggests the enterprise'operating depends on market's driving. AHTI itself is also an optimizing and heightening procession of agro-industrial structure, which indicts that the agro-industry will be full of high extra-value, technology, integration and processing. AHTI relies on the unity of the economic corpus within the industry community, which is unnecessarily an economic entity, but an association being composed of a leader business enterprise and lots of peasant households in the form of enterprise-leading-base. By this way, a productive management system is formed, covering many levels of structures, i.e. raw material, product, funds, tech, service etc. By AHTI, scale management realized and scale economy promoted within the productive-chain of AHTI, besides the scale economy in the international category taken place. In the process of AHTI, Integration is needed, but work should be divided. 3. It is discovered that the general route of the agro-high-tech industry formation can be expressed as following: the high-tech-application in agriculture→the agro-high-tech product formation→the growth of agro-high-tech industry. The growth terms of agro-high-tech-industry include the promoting force of agro-high-tech development, the attraction force of market needs, motivation force of enterprise itself and propping up force of the development environment. In consulting and following OECD's norms to confine high-tech-industry, those to confine the agro-high-tech industry are given as follows: First, the business of agro-high-tech industry should be limited within key category of agro-high-tech. Secondly, the rate of professionals to the whole staff members should be above 20%. Thirdly, the rate of budget for agro-high-tech R&D to that of yearly sale income should be over 5%. According to the above discussed concepts, characteristics, popping up theories etc. related to AHTI, an index system to evaluate it has been set up with the Analytic Hierarchy Process (AHP) and DelPhi Method etc.. The system contains three class indexes. There is only one item in the first class, i.e. AHTI, four items in the second class(program advancement, program operating status, degree of industrialization and social and circumstance effect) and twenty-four items in the third class (such as FNPV , market share, etc.). Typical case analyses have been carried out within four companies, i.e. HARBIN HIGH--TECH (GROUP) LIMITED COMPANY, WEIWEN (GROUP)LIMITED COMPANY, SHENZHEN FUTURE OCEAN LIMITED COMPANY and YANTAI NORTH ANDER JUICE CO.,LTD. 4. By international comparison, it is discovered that obvious progress has already made in the world's AHTI, which includes the sixteen items, such as production and quality improvement of trans-genetic plants and animals, the development of genetic engineering vaccine and molecule diagnosing reagents, the poultry breeding of genetic engineering, the manufacture of bio-agro-chemicals, the biotech-improvement of animal feeds, the pharmacy with plant and animal bioreactors, the establishment of agro-management information system(MIS)database, decision support system (DSS) based on model-simulation, intelligence agricultural expert system (AES), the application of computer network, the development of precision agriculture supported by 3S, efficient water resources utilization tech, agriculture environment controllable tech, intelligence agricultural machine and equipments, field on-time collecting information tech with equipments, harmless production tech system and plant safe production tech etc.. The successful experience is that enterprises are the main force of AHTI, butgovernments'supports and rural scientific consultancies'functions should not be neglected. 5. In contrast, some aspects of China's agro-bio-tech have already reached in the world's advanced level, such as the development of new trans-genetic plant species, plant seedling rapid breeding tech, new species of trans-genetic animals and engineering vaccine, domestic animal embryo transplanting, single clone antibody diagnosing reagents and microorganism reorganizing etc.; the establishment and application of agro-information database system, such as the agro-network, database and its applied system etc.; primarily industrialization of partial agro-resources and environment engineering tech, for example , the facility horticulture and factory agriculture, economical utilization water tech, intelligence environmental controllable tech, harmless and no-epidemic productive tech for plants and animals, utilization of bio-recourse etc.. Nevertheless, compared with that of developed countries, the China's AHTI is lag behind, its agro-bio-tech is facing challenging, especially the industry of gene-modified cotton (GMC) is being seriously suffered; the degree of agro-information industrialization is lower and modern agro-environmental and resource engineering tech run after other western countries with a large margin, which displays in its weakening techs in water utilization, harmless and no-epidemic production, environment controlling. By the Root Causal Analysis (RCA), it is discovered that in the mid-level, the causes of problems in China's AHTI are mainly three factors, i.e. being lack of available supply of agro-high-tech, enterprises'weak innovation ability and scientific medium organizations'invalid function and in micro-level, eighteen ones, including lower rate of agro-high-tech R& D investment, improper deploying the resources limited etc. The crucial reasons for those problems are the creative topic position of agro-high-tech having not been confirmed, the nation's lacking top-level planning for the R&D of agro-high-tech, the development of agro-high-tech enterprise in short of both supporting policy environment and law&order related to science and technological medium organizations etc. Solutions to tackle these problems can be got along with the clue of causal tree. 6. In the point view of the author, to speed up the steps of AHTI is universally significant for enhancing the level of agro-modernization, initiating new economic growth pole, promoting agriculture into industrialization management, guaranteeing safety agro-products, increasing China's international competitive ability of agro-products, realizing China's agriculture sustainable development. Having been in the new century, China has bountiful demands for agro-high-tech and its industrialization, say, the breeding of new species, agro-information, saving water tech, intelligence environment controllable tech etc. How to satisfy the growing demands of agro-high-tech and its industrialization is China's first important affair to build up a modern agriculture. From the point view of forecasting for the development of China's agro-high-tech, it is estimated that in six fields, China will arrive in the world's advanced level, which are breeding super pig, bioreactor, 3S precision fertilizing etc., but seventeen items can be industrialized, such as cow embryo industry, agro-information network, agro-software industry etc., which should be the future realm of China's AHTI. The strategies should be taken as following: The nation should immediately enact the related policies to AHTI, unify the deployment to break in key area, develop the agro-high-tech industry matched to the state of the domestic agriculture, quickly build up the enterprise corpus system regarding agro-high-tech innovation and industrialization, create the nation level of "Silicon Valley"in agro-high-tech industry, encouraging the newly type of rural scientific consultancy organization to grow, establish multi-structured and diversified fund merging modes and introduce the abroad intelligence.
