By analyzing the high-tech development of Harbin, we can find that, cooperation in high-tech industrialization between Harbin and Russia has the obvious advantage of location, the advantage of historical culture, the advantage of education, and the advantage of practical cooperation. Analysis of these advantages will help us understand, use, integrate these advantages better, and accordingly internalize these advantages to enhance the ability to develop high-tech industrialization with Russia.We have analyzed the advantages, meanwhile, we should also see that, from the perspective of China, various problems exist in cooperation in science and technology between China and Russia.
