| The security of ecology (forestry) is the base of the security of the country;it is also the support of the security of national GDP and the guarantee of national political security. It is nearly impossible to realize the comfortably-off society by the means of overdraft the environment resources at present in China.The entironment of our country is rather weak, especially in the west of China. As the main part of the land ecosystem, forest has an important, complex and far-reaching influence on the entironment of the west region. Therefore, one of the distinct tendencies of the thesis is focusing on the stratagem, zoology and region, taking the thought of sustainable development as the thread, in a certain yardstick, putting the forestry, the independent variable, in the region and pay special attention to it when consider the relationship among the essential factors of area resource, productivity and production relations. Not only look into the problem of forestry but also look outside other element, tries to avoid the tendency of over estimate the ability of forestry. The research sequence is from the overall situation to the part then to the specific trade, which is from the east, the middle and the west regions to the west then to the zoology and forestry, increasing progressively.According to the theories of zoology economics, the sustainable development, the coordinate development of regional economy and the stratagem, the theses probes into the coupling relationship among the gap between the east, middle and west part of China, the area difference of the west ecological economy, the main entironment problem of the west, the gap between the entironment problem and the economy and social development of the west part of China. One of the main purposes of the thesis is to find out the feature of the zoology evolvement of the west area, reveal the evolve force and rule of the west zoology—economic region environment, determine the west zoology—economic types. The thesis combines the local zoology construction and economy development, makes further discussion about the stratagem orientation of the west zoology forestry in the regional sustainable development, promotes and designs the typical zoology economy region -"the zoology forestry economy development mode". Cognition comes from the understanding of the dialecticalrelationship of generality and individuality. By cognition, the minors and the majors, the importants and the unimportants, the urgents and the nonurgents reveal, and the corresponding mode and method can be designed.For this kind of thesie, the purpose of the research is practice, the purpose ofcreation is efficient. Make the west non-public-owned forestry development be strong;giving priority to solve the technology creation problem of the west forestry zoology construction on the management level in order to improving the quality of the construction;adopting active measure of "transferring water in the sky ", optimizing the ecological water resources distribution;developing the grass industry of the west simultaneity;adjusting the industry configuration of the west forestry, giving priority to the forestry tourism;reasonably conforming and optimizing the distribution of the soil, the population and the productivity, taking the active ecological transmigrant into practice;making the most of the political banks work, forming the rights compensator system for the upstream, midstream and lowstream, forming the special forestry planting project group of the west directly under the jurisdiction of the country. |
