Nowadays, in the important application research field of the management science theory, the theory and application of the supply chain management (SCM) has developed at very fast speed. Under the environment of supply chain, the logistics and delivery involves in the efficiency and benefit of many aspects such as supplier, enterprise and customer. The logistics and delivery belongs to a kind of economic activity, and with the development of globalization of economy, more and more people focus on the modern logistics and delivery as the third headspring of profit. It is faced with the unheard-of opportunity on development. In this paper, the author analyses and summarizes the information at home and abroad firstly, and combines his own several research subjects which he takes part in recently, then researches on the model and algorithm of the logistics and delivery distribution and the theory and application of the group decision-making problem of many aspects such as supplier, enterprise and customer. In this paper, the author emphases on this aspects as follows: 1.Building the advanced model of cargo loading which could self regulate with the changes of the space structure in the process of cargo loading, 2.Taking the problem of Vehicle Filled Problem (VFP) and Vehicle Scheduling Problem (VSP) based on the advanced model into consider, then designing and realizing an integrated and optimizing heuristic algorithm of VSP&VFP, and fulfilling parts of algorithm by programming. 3. Considering the algorithm of model, the function of manual control is adopted, and designing a feasible voting model of group decision-making. By this model, the voting system has been designed to solve the multiobjective decision-making problem of many aspects such as supplier, enterprise and customer by then method of long-distant distributed group decision support system.For the critical problem of the integration and optimization of VSP&VFP, the effective space model has been put forward as a new model of vehicle cargo loading in this paper. It could reflect the changes of the space structure in the process of cargo loading actually and concretely. And it suit to the condition in practice. This model not only considers the actual size of the goods and the special demands of the placement, but also considers the restriction of the mixed loading result from the compatibility among the different goods.
