The report of 16th National Congress of Communist Party of China puts forward the new-type industrialized road and established the developmental goal of realizing industrialization basically by 2020 clearly. To realize economical leap-type and sustainable development, it's indispensable to give full play to the first production function of science and technology, pay attention to depending on the scientific and technological progress and improving labors' quality, and to improve economic growth quality and benefit.The dissertation researches on support ability of the new-type industrialized science and technology in Harbin. It is an innovative study to realize the historical task that the 16th National Congress of Communist Party of China puts forward better and to realize the goal of construction of well-off society comprehensively.
