Exogenous Development Of Industrial Clusters

This paper discusses the relevant issues involved in the development of exogenous industry cluster. Firstly, the author analyzes the background of coming out of exogenous industry cluster. As we know, at the time of knowledge, the transfer of industry has become the most significant economic phenomenon,which is different from the traditional economy, and provides the environment for the development of exogenous industry cluster. Since the 80s of 20th century, the industry cluster has been just formed a little scale in the coastal and along-river cities such as Guangdong, Fujian, Zhejiang, Jiangsu, Shandong with a large amount of foreign capital entering Pearl River Delta,Yangtze River delta,Zhemin Coastal Area and Jiaodong Peninsula. Thousands of medium enterprises rise up and different kinds of industry cluster form up, which promote the high-speed economic increase of coastal areas. In recent years, the economic development in west is keeping in well speed, and the soft conditions for investment is also keeping development, which provide good conditions for the transfer of foreign capital and continue the development of east areas. This paper tries to find out the economy rule through the study of exogenous industry cluster to provide the reference of developing exogenous industry cluster for other areas.Prior to the introduction of the concept"exogenous industry cluster"—the study objective of this paper, the author introduces the definition of"industry"and"industry cluster". It is necessary to clarify this two concepts for the industry cluster is mainly constituted by relevant industries. The author first introduces the understandings of this two concepts of domestic and abroad professors to clarify the definition of"industry cluster"and"industry". And then discusses the classification of industry cluster, defines the concept of"exogenous industry cluster"and states the study intent of this paper.The paper find out the inevitability of the development of exogenous industry cluster through analyzing the macro-economy conditions required by the development of exogenous industry cluster. Upon that, the inside and outside factors of promoting the development of exogenous industry cluster are studied. The appearance of exogenous industry cluster may be due to the its inner motivation and the outside promoting factors. We should notice that the self-development is very slow while the outside promoting power is much stronger, thus we should especially pay attention to the outside promoting power besides of its inner power. And the paper analyzes the form route and development periods of the exogenous industry cluster particularly, and discusses the characters of exogenous industry cluster finally.The Shandong peninsula belongs to east coastal area, but the manufacture industry cluster here formed later than Pearl River Delta,Yangtze River delta and other areas. Until 2003, the manufacture industry base started to build in Jiaodong peninsula, whose economy background is much similar as areas that will learn its experience in future. But Shandong peninsula owns some defects such as its geographic position is not very good, far from the main economy zones of the country; the average resource for people here is not ample. The conditions in Shandong peninsular are typical,which makes the study of its industry cluster development more practical.The paper first introduces the situation of industry cluster in Shandong peninsular, analyzes its characters, and point out it is exogenous industry cluster mostly. Then, the author analyzes the cause of this phenomenon, and the problems existing, with some advices for its development at last.Finally, due to my limited knowledge, there is a lot to improve in this paper such as the analysis for the conditions of the exogenous industry cluster coming into being is superficial without practical analysis.
