As the core problem in the "Farmers, Agriculture and Rural"project system, the interest of the farmers is of the fundamental significance, for interest and rewarding are he key motivation for all human activities and commitment. Therefore, the attending, study and realizing of farmers'interest are priorities for solutions not only on the project of farmers, also that of agriculture and rural. Due to the related coexistence between farmers'interest and that of the whole society and nation, its realization and development, to some extent, affects our strategic planning, Party's regent position, as well as national stability and ever peace, which is timely proved by the social innovations and chaos in the 20th century. Confronting the factual challenging administration and its negative "bottle-neck"effect against well-off society construction, it's of greater meaning and importance to solve and study concerning farmers'interest. Farmers'interest is a comprehensive term including all factors satisfying farmers'requirements like material and spiritual products, principle arrangement and so on, which is specified to be interest of economy, politics , culture and society. Among them, economic interest is the fundamental and core priority, and political to be the concentrate mirror of economic, the affective and decisive factors in the realization of other interest in economy, culture and society. After the foundation of new China, the realization and improvement of the farmers'interest zigzagged forward generally with the Reform and Open-up to be a milestone for the two advancing stages of different speed. Generally speaking, the latter period , especially after the Reform and Open-up, farmers'interest in economy, politics, culture and society is granted scaleable realization and improvement, such as the rapid increasing of their income, apparent betterment of living quality, gradual improvement of democratic and political rights, solid step toward all-around welfare system and enriching of their social relationship. With the acceleration in Industrialization and modernization, market economy pushing-forward and change in agro-products demand and supply, interest of the current farmers faces expanding problems and challenges. The integrating of the marginalization of agriculture against Industry, rural against urban, farmers against citizen leads to a tendency of the whole interest marginalization. Farmers'class is now the most populated fragile group with land farmers, farmer workers and landless farmers to be the critical examples. The resort and working of some of the former principles, non-principle factors disabled them in development rights and opportunities, which challenged the income of farmers, broadened the gap between rural and urban, loaded their burden, deprived their rights and marginalized their interest. Furthermore, the farmers met discrimination in job-hunting, received unequal treatment in social welfare, were of inferior position in trading, and decreased in their interest resources. What's more, their dispersive and individual character decided their failure in uniting to protect. Gradually, the marginalization of the farmers'interest and aggravating in conflicts will negative affect on social stability and domestic economic production. Seeing from the history, the interest problem has a strong combination with the modernization innovation; from reality, exploded intensively together with other conflicts in the new age due to the lag behind of reform in economic, political and social principles and policies. To be specific, it is of the historical reason of too big a population created by the Industrialization emphasized on heavy industry; the systematic reason of the strengthening of marginalization by the dual system; the position reason of farmers'drainage due to their fragile position, the rights reason that the lack in rights and freedom distracted their capability and living space; the Industry and market reason of adding to their income difficulties; and the quality limitation to be the key factor affecting farmers'interest realization and development. Based on a comprehensive analysis of the current problems, interest problem actually is an income problem in economic field, a rights problem in political field, a quality problem in culture field and a equality problem in social field. Thus, besides strengthening the operation force of "decrease the burden and increase income"policy, it's more important to set up a just and scientific interest attitude, to start by changing the dual system, bettering their political power, removing external limitations like discrimination, improving their quality and highlighting the social theme of protecting fragile group; to deepen our reform, to ruin the dual system and other principle shackles, so as to provide farmers and their interest a fair principle environment, competing environment and social environment for its realization, maintaining and development.
