Research On The Mechanism And Efficiency Evaluation Of Business Transformation Of Science And Technology Resources

In 21st century, with the rapid development of knowledge-based economy, the interactionof technology and economy highlights the great role of science and technology whichpromotes social development. At present, the competition of strength between countries isbecoming the competition of technological resources investment. In order to obtain nationalor regional competitive advantage, many countries regard the scientific and technologicalinnovation as a national strategy, technological investment as a strategic investment,countries increase the investment of technological resources, develop innovative technology,implement momentous technological programs in order to enhance the power of nationalinnovation and international competition. Under the background of international technologycompetition, China is also increasing the investment of technological resources. However,although we keep increase the investment and obtain some impressive achievements, we stillhave to face the problems of low effect of technological resources investment. In order tosolve these problems, this research bring forward the concept of business transformation ofscience and technology resources, the author use this concept to describe the systemicprocess of technological resources transformation which transform from dispersive resourcesto merchandise under multiple technological activities. This research also analyzes thetransformation mechanism and efficiency evaluation deeply.Based on the study of present research results, in order to improve the efficiency ofChina's business transformation of science and technology resources, this research combinestheories of system, technology improvement and technological resources, use the methodssuch as the combination of quantitative research and applied research, empirical research andnormative research, theories and practice. The author analyzes the business transformation ofscience and technology resources deeply and discusses related theories, value embodiment,transformation mechanism and efficiency evaluation; last, we bring forward theimprovement strategies of the transformation efficiency.First, this research defines the related concepts of business transformation of science andtechnology resources, we also do in-depth analysis on the theoretical properties of thetechnological resource system, as well as the basic theories of business transformation ofscience and technology resources. This paper argues that technological resources are thewhole resources which directly or indirectly promote technological progress so as to improve the development of economy, including technological human resources, technologicalfinancial resources, technological material resources, technological information resources,technological market resources, technological system resources and technological cultureresources. Technological human resources, technological financial resources, technologicalmaterial resources and technological information resources are defined as core technologicalresource, while technological market resources, technological system resources andtechnological culture resources are called technological function resources. All theseresources elements are related to each other, each element has specific function, and they arealso an organic whole which has characteristics such as integrity, feedback and ordering.Business transformation of science and technology resources is a microcosmic action; itfollows theories such as the system synergy, dissipative structures and economies of scale.Secondly, this research deeply analyzes the value embodiment and structure of businesstransformation of science and technology resources, verifies the three-dimensional structureof technological resource value, also discuss the transformation mechanism in detail. Theauthor believes that during the business transformation of science and technology resources,because technological resources have the characters of scarcity, increment and serviceabilitywhich represent scientific value, social value and economic value; scientific value is aconnotative value attribute of technological resources which points to human, scientificvalue represents a external tendency within the cognitive process of pursuing truth, it trulyreflects the essential appearance of world and the external rules; social value reflects themeaning of technological resources affecting human and society on both corporeal andpsychic levels; economic value is currency described economic benefit which comes fromthe use of technological resources. In this research, the author uses group discussion; factoranalysis to test the three-dimensional structure of technological resource value, the resultproves the structure correct. On this basis, this paper brings forward that businesstransformation of science and technology resources is a process including multipletechnological activities; it shows scientific value, societal value and economic value. Duringthe transformation, in order to meet the various needs of economic society, the main body oftechnological activities implements the value embodiment and transformation of separatedtechnological resource in the regulation of technological functional resources andconfiguring the core technological resources, so as to promote the technological progress andinnovation of economic and social development.Finally, this research puts forward the efficiency evaluation method of businesstransformation of science and technology resources, we select the appropriate input andoutput index, combine related statistical data and then evaluate the efficiency throughempirical analysis, we also bring forward strategies in order to promote business transformation of science and technology resources. This paper argues that the efficiencyevaluation needs to be analyzed systematically from three aspects: the output flexibility oftechnological resources, output efficiency of research resources and the efficiency ofbusiness transformation of science and technology resources. After collecting technologicalstatistical data of China, this research uses canonical correlation analysis, stochastic frontieranalysis, C2R of DEA and ultra-efficient model to evaluate the efficiency of businesstransformation of science and technology resources. Based on the results of the evaluation,combined with the research of business transformation of science and technology resourcesmechanism, we propose suggestions to promote the transformation. In order to improve thetransformation efficiency, advantages of scientific research institutions, universities andcorporations should be integrated, through the implementation of producing, learning andresearching innovation mode, we should maximize the synergistic integration of maintechnological activity bodies; we should also increase R & D investment, promote the flowof technological talents in order to optimize the core technological resources; we need toexert regulation functions of technological market, guiding role of technological policies andinfluence of technological culture.In the context of the country brings forward strategic task of speeding up thetransformation of economic development mode, this research focus on the problems ofbusiness transformation of science and technology resources and conducts in-depth research.The results of this research would facilitate to understand the effect of promoting economicsociety development while the business transformation of science and technology resources,the results also show the external efficiency of the transformation, have important practicalmeanings of improving our technology and innovation. At the same time, with carrying outbusiness transformation of science and technology resources mechanism and the evaluationof efficiency, we could expand the scope of the theoretical study of technological resources,we could also deepen the technological progress and innovation to promote the theoreticalresearch of economic development and deepen the understanding of thetechnological-economic cross-integration theory. The results of this research have importanttheoretical values.
