Reserch Of National Agricultural Science And Technological Achievements Transformation Project Funds Medium-term Performance Evaluation

National Agricultural Science and Technology Achievements Transformation Fund is approved by the State Council, to accelerate agricultural science and technology achievements transformation, guide and promote the development of agricultural science and technology achievements into practical productive forces as soon as possible, is the new stage of China’s agriculture and rural economic development to provide a strong scientific and technological support for the government special funds. Project in promoting science and technology elements to the rural flow, accelerate agricultural structure adjustment and upgrading, promoting social capital increased investment in science and technology achievements transformation made certain achievements. But the project also exist in the implementation of agricultural science and technology achievements transformation funds is not reasonable, lack of effective platform for the transformation of science and technology and other issues.This paper focuses on recent years’ XinJiang national agricultural science and technological achievements transformation project funds in the technology in the field of agriculture, the use of funds and characteristics and scientific and technological achievements transformation model of change, according to the implementation of the project of setting performance evaluation system, the execution of the project period to obtain the performance were analyzed and summarized. This paper analyzed Xinjiang Uygur Autonomous Region as an example case, selected 40 projects as the samples to analyze from 2011 to 2013, found the problems existing in the implementation of the project, and combined with the problems put forward relevant suggestions from the government point of management.
