The rapid development of economy and technologies gave birth to the modern logistics industry. Widely use of scientific and technological achievements, especially represented by information technology, has changed the production, circulation and consumption ways of social economic life, and also changed the external environment of logistics, which promotes change and innovation of the management and operation methods of logistics. As the main body connecting supply and demanding of logistics market, logistics enterprises or organizations achieve the exchange of resources, capabilities and values with other bodies by providing logistics services. Due to the diversified and personalized requirements of customers, the increasing complication of competition and cooperation between enterprises as well as the rapid changes of the resource values possessed by enterprises, logistics enterprises now face the challenges of service capabilities and completion advantages. Therefore, how to improve the service ability of logistics enterprises not only relates to whether the cooperation goals of customers and enterprises, namely, win-win or multi-win can be realized or not, but also is the important section affecting logistics enterprises to create and maintain competitive advantages.This paper focuses on the research of logistics service capabilities. By analyzing and sorting enterprise capabilities and logistics enterprise capabilities at home and abroad, logistics supply chains and other related research achievements and integrating the application of information technology in the logistics business, from the perspective of logistics, the author has analyzed and summarized bases and influencing factors of logistics service capabilities. Some strategies and methods are constructed to improve to various components of logistics capabilities, to enhance the service capabilities of logistics enterprises entirely and to provide theoretical guidance and practical reference for logistics enterprises. The main work and innovation of this paper are as follows:(1)Analyzing and summarizing relevant research achievements about enterprises' capabilities and logistics capabilities. Three sub-capacities of logistics service capabilities are summarized:strategic management capabilities, dynamic integration capabilities of logistics resources and information technology application capabilities. And a management conceptual model is constructed based on information embedding technology.(2) Combined with the nature of strategic management theory and logistics services, exploring the relationship between strategic management capabilities of logistics business and service capabilities of logistics business and from the strategic positioning ability of logistics enterprises and management capabilities of customer relationship to demonstrate and analyze the content of strategic management of logistics enterprises, and putting forward strategic management capability of logistics enterprises; analyzing the mechanism of information technology affecting the strategic positioning ability of logistics enterprises; presenting the path for improving customer relationship management capabilities; designing the model for improving strategic management capability embedded with information technology.(3)The theories of management and economics are introduced into logistics management to analyze internal and external causes of forming dynamic integration capability of logistics enterprises' resources; exploring the composition and factors affecting the capability aforementioned to construct the conceptual model for dynamic integration of logistics enterprises' resources and to put forward the strategy for improving dynamic integration capabilities of resources of logistics enterprises.(4) Based on defining application of information technology of logistics enterprises, exploring the composition and influence factors and presenting relevant advice for enhancing information technology application abilities of logistics enterprises.(5) Aiming at features of subjective influence factors in assessing logistics capability of logistics enterprises, the structural equation model (SEM) is used to correct and optimize the evaluation index system of service capabilities of logistics enterprises. An improved DHGF algorithm, namely, the integrated use of the Delphi method, AHP, gray and fuzzy algorithms is used to evaluate logistics service capabilities. Finally, the feasibility of this kind of optimization method and algorithm is verified with an example.
