Since the1990s, High-tech industries have become the most dynamic growth point of the world economy and the leading industry in promoting economic development. In the fierce competition of globalization, it is necessary to master high-tech industries for the sake of grasping the leadership of economic development. As a developing country, China should develop high-tech industries more positively, so as to promote the adjustment of industrial structures and the transformation of economic development patterns, so that the country’s economy development will be healthy and orderly.At present, the development of China’s high-tech industry has made some achievements. By the end of2012, the number of firms of China’s high-tech industry has reached24,636, which is1.52times in compared with9,758in2000; The number of employees has risen from2000in3.9 million to12.69million; The main business achieved at10.2284trillion yuan with681.6billion yuan total profit obtained. Compared with developed countries, however, the intensity of investment and the level of output in China’s high-tech industries are both low. In such a context, this paper attempts to use DEA and Malmquist index method to measure the efficiency of technological innovation of China’s high-tech industries in26regions, in order to provide advices and services for the development and policy-making of the county’s high-tech industries.In this paper, firstly, we organized the extant studies of the technology innovation efficiency from home and abroad. Then we defined the concept of technical innovation and the two-stages of the technological innovation process. It’s extremely important to divide the technical innovation process into two stages which are R&D and technology transfer. This provides a theoretical basis for the empirical, analysis below, and also provides a better view of studying technical innovation efficiency of high-tech industries of china. Moreover, we analyzed the current development state of China’s high-tech industries through both operational performance and iput-output status, which offered realistic foundation for the empirical analysis. At last, the the index system and evaluation model of technology innovation efficiency of high-tech industries was built, which analyzed the country’s high-tech industries innovation process from R&D section and transfer section both statically and dynamically and made conclusions as follows:1. The overall innovation efficiency of China’s high-tech industries was low. From2011to2012, the average efficiency of technological innovation was only0.533. And in most regions the score was below0.7which means a lot of innovation resources didn’t get reasonable configuration and the efficiency was low.2. The efficiency of two stages of technological innovation process is not high. But the efficiency of R&D stage was higher than the transfer stage which suggested we should pay more attention to the transformation of technological achievements to economic benefits. We should accelerate the development of innovation service system and improve the abilities of technology development, technology transfer.3. The regional development was seriously unbalanced. Through the two-stage matrix chart of technological innovation efficiency we found the two-stage efficiency of some developed regions was high, in contrast, Most of the regions was in the low area of efficiency. So in the future development, we should strengthen the cooperation between areas. Areas with high efficiency values should play to the leading role and help other regions to have a rapid development of high-tech industries.4. From the longitudinal, the technology innovation efficiency volatility of high technology industries is larger. From2006to2012China’s high technology industry Malmquist index in the stages of technology development and technology transfer had huge fluctuations which means the level of technology innovation of high technology industries in our country is not stable at present. In future, the support of the government should be increased and the related policies that in order to promote the healthy development of high-tech industries should be formulated.
