International bilateral official development assistance allocation is one of the main issues ofofficial development assistance (ODA) researches. For a long time, people have been debatingabout this. Populace, scholars and even government departments from almost all countries havedoubts in aspects such as whether to provide assistance, to whom and how much. There arereasons that the assistance has multiple motivations and value orientations. Besides it indicatesthat the scholars and Governments have insufficient discovery in mechanism of action of bilateralofficial development assistance allocation. Recently, most empirical studies on internationalbilateral ODA allocation focus on the variable donor country's interests and also take anothervaluable recipient country's needs into account to set the Regression Analysis Model on the basisof "Dichotomy" of donor country's interests and recipient country's needs. On that basis, itanalyzes issues like selectivity of recipient country's governance level as well as degree ofdemocracy and freedom, poverty selectivity, competition between donor countries, conformityeffect, bias of donors, aid allocation difference between donor country group and regions ofrecipient country and so on. Due to the lack of theoretical researches, the conclusions of differentempirical studies are in chaos and not unified. That is the main reason why this thesis introducesSocial Exchange Theory for researching on international bilateral ODA and complementing andrevising the empirical analysis model.The existing theory only pays attention to the static research on bilateral assistance behaviormotivation or achievements state, but lack of attention to the behavioral process itself. In thisrespect, the researches based on social exchange theory with social perspective have made abeneficial try. However, at present social exchange theory only provides a theoretical frameworkand hypothesis for assistance research, and there is neither empirical analysis nor analysis andapplication of specific issue. Therefore this thesis tries to compensate for the lack and fill the gapof existing allocation theory of international bilateral ODA researches by adopting the SocialExchange Theory, establish a new, more complete analysis framework and regression analysismodel, introduce some new variables and try a variety of regression methods for empiricalanalysis.This thesis conducts empirical analysis on the bilateral ODA commitment scale as dependentvariable between23donor countries and their171recipient countries of the DevelopmentAssistance Committee (DAC) in the Organization for Economic Cooperation and Development (OECD) from1996to2009. And the regression analysis results prove this thesis's theoreticalhypothesis on the influencing factors of international bilateral ODA scale, that is, the bilateralODA scale is mainly influenced by the system composed of the following elements including aidmotivation, aid efficiency, donor and recipient country power in concrete issues of aid, capacity ofdonor to providing aid and interaction of donor countries. This thesis shows that these two factorsdonor country interests, recipient country needs and donor biases exist in all the donor'sdistribution behavior; Aid efficiency performs significantly on the total sample analysis, but lackssignificance on the sample analysis of each donor country; the statistical significance shown bythese two variables including the recipient country GDP and the membership of UN SecurityCouncil as recipient country power factors proves the research of Social Exchange Theory on aidallocation behavior; the result that donor countries influence each other strongly is also furtherconfirmed by this thesis. In addition, this thesis further discusses the allocation standard of ODA,meanwhile, gives a discussion and analysis on the reasons influencing donor's bias, the bias ofmiddle income recipient countries and aid concentration which influence international ODA fairand effective allocation. Furthermore, on the basis of empirical analysis, this thesis evaluates theinternational bilateral ODA allocation policy and features, and then puts forward related policysuggestions to improve international bilateral ODA allocation. Finally, contrast to the allocationcharacteristics of the existing international ODA whose main body are western countries, thisthesis has the opinion that Chinese foreign assistance is not out of the scope and mode ofinternational ODA, the rationality of China's foreign aid concept is that it is much in line with therelevant principles of the social exchange behavior for the bilateral ODA. This thesis suggests thatChina aid should continue to develop the tradition of "no interference in the internal affairs ofrecipient country, no addition of political conditions", at the same time, establish the specificindex of poverty reduction and policy selective allocation, consider classifying the recipientcountries and take an active part in multilateral cooperation, thus make greater contribution tohelping realize global poverty reduction and development goals.
