In this paper,the impact of OECD member countries' foreign development assistance on OFDI(foreign direct investment),The members of the OECD in Japan,the United States and Holland selected as foreign aid and foreign investment in the country,choose some countries as the recipient and the recipient country from "The Belt and Road" strategy in the region,to elucidate the mechanisms of development aid influence foreign direct investment theory by Solow model,using the method of stationary test,cointegration Grainger test and causality test to conduct empirical analysis of sample data,to study period the result can provide some enlightenment and experience of the implementation of China's "The Belt and Road" strategy and promote.Based on the previous literature and data review,can understand the relevance of foreign aid and foreign direct investment to a certain extent,but due to the influence of many factors,and the strength of association is uncertain,this is also the value of this paper,this paper will take this as a starting point,specific study on the impact of different factors.The members of the OECD is to cause the sample countries,OECD of the total national foreign aid accounted for more than 90%of the total world of international development assistance,and the members of foreign development aid has a long history and rich experience,to assess the effectiveness of a scientific system,so its research assistance,development aid activities in our country will have more reference value.The recipient country chose to accept investment,is the innovation of this paper,in the foreign development assistance research in the past,did not choose the recipient sample in "The Belt and Road" strategy under the framework of this dissertation is the sample innovation;Development Assistance Effect of FDI research,with the empirical method for panel data regression,roughly GMM estimation method,and the measurement method used in this paper is Grainger causality test,this method is the innovation of this article.The theoretical analysis shows that the development assistance in the physical capital investment form has significant crowding out effect and crowding out effect of 1:1 ratio on foreign direct investment;development assistance to supplement elements forms into effect on foreign direct investment is uncertain.The part of empirical analysis,Japan and the United States foreign development aid and foreign direct investment there was no significant correlation between,concluded that Grainger does not exist causal relationship between the two variables;Holland foreign development aid and foreign direct investment in the three period,four period lag behind,has obvious relevance,concluded that foreign development aid is one reason Grainger's foreign direct investment.
