Africa is the least developed continent in the world, most of the peoplethere live their lives without adequate food and clothing. But at the same time,Africa has rich mineral resources and energy, which means a lot for Japan, acountry depends on import. Japan see Africa as an important strategic location,Japan’s Official Development Assistance to Africa take an important role inEconomic diplomacy to Africa.Japan is one of the world’ s biggest donor countries, since it joined “theColombo Plan” in1954, Japan use Official Development Assistance as animportant tool. Japan started assistance to Africa since1966, Japan’s OfficialDevelopment Assistance to Africa is part of the Japan’s diplomatic strategy inAfrica, national interest is the goal of Japan’s Official Development Assistanceto Africa. The development of Japan’s Official Development Assistance toAfrica experienced the period of start, extension, and stability, it changes undermany reasons and becomes the most important tool of Japan’s diplomacy inAfrica. Japan’s assistance to Africa developed to use multilateral and bilateralaid assistance instead of the old bilateral aid assistance.The mainly multilateral assistance system of Japan’s Official DevelopmentAssistance to Africa is the Tokyo international conference on Africandevelopment, this conference has been held for four sessions, many countriesand institutions join it, so it has a very important position in African affairs. Thisconference held every five years, is shows the trends of Japan’s OfficialDevelopment Assistance to Africa, it has important meaning in Japan’s OfficialDevelopment Assistance to Africa.China is a new donor country. In aid affairs to Africa, Japan has abundant experience, It has very good revelation to China in the system of aid, theconcept of aid, the evaluation of aid and the disclosure of aid. China andJapan on African affairs, on the other hand, are rivals. Facing the situation thatJapan’s, China should have corresponding measures.This article is divided into six parts. The first part mainly wrote thebackground of this topic and domestic and international literature review. Thesecond part is a general analysis of Official Development Assistance, on themeaning of international development aid and definition of OfficialDevelopment Assistance, and illustrate the theory of foreign OfficialDevelopment Assistance. The third part is about the development andchanges of Japanese foreign aid and the building of its system. This part ismainly to describe the changes in Japan’s foreign aid and set up the implementconstruction of its system. The fourth part firstly describe the development ofJapan’s Official Development Assistance in Africa, then analyze the influencefactors of Official Development Assistance to Africa. The fifth part is theanalysis of Japan’s Official Development Assistance to Africa, mainly analyzesthe area and the mode of aid and Tokyo International Conference on AfricanDevelopment, and to comment on the experience and the deficiency ofJapan’s aid to Africa. In the final part of this article, it mainly describe whatChina can learn from Japan’s Official Development Assistance in Africa, itcontains two aspects: reference and counter measures.
