Abstract/Summary:
Vegetables are very important food in people's daily lives. As the continuous improvement of living standards, demands for vegetables gradually transited from a simple perspective of needs to high-quality requirements.Although the government and relevant agencies has been establishing and perfecting the management system of vegetable production in recent years, but excessive use of pesticides or vegetable poisoning events occurred from time to time. Although the government has introduced many regulations and policies, a sound solution to the problem of vegetable quality and safety is yet to be found. One of the reasons may be the discontinuity of the system. So the core of China's food safety system should be evolutive problem, which requires understanding of how different policies induce long-term effects from low-quality to high-quality balance.In this study, the organization of the vegetable supply chain was investigated in various spots. Based on data collection, comprehensive analysis, and comparison of the different effects of different organizatios on vegetable safety, we interpretted its mechanism and the logic behind, and found the universal law and their own characteristics. The results provided foundation to establish the simulation model and data for practical basisThe simulation technology an effective tool for food safety research. This study combines computer programming, modeling and computer simulation, changing the economic model into a computer model. The method clearly reveals the whole dynamic evolution process. The study starts at the model of interaction between government and the supply chain, to simulate a logical model of vegetable safety.Through the theoretical analysis, modeling and simulation assumptions, the following conclusions are reached:(1)At the present stage, the problems of vegetable safety are comparatively serious. The current policies can not guarantee the basic quality and safety of vegetables.(2) The economic scale of vegetable supplers and integration of supply chain directly affect the attitudes towards the safety of vegetable and the ability over quality management. The simulation model in this study indicates that:the higher the degree of integration come with the lower implementation costs.(3) The degree of integration of supply chain results from the external forces which supervise the quality. Therefore, supply chain management and vegetable safety are closely related. (4) Integrated supervision, together with planned and regular sampling from government is more efficient, so that duplicated of sampling can be avoided. waste of resources.Government quality control and supply chain integration are the two efficient production methods and knowledge management systems.(5) In society with low credibility, even the most strict supervision can not improve the quality of vegetables. To increase social credibility we may rely on informal systems, including the values and beliefs, ethics, moral values, customs, ideology and other factors. Meanwhile, systematic regualtions and enforcement are also effective.(6) Delayed Property right caused by Traceability System decreases the possbility of adverse selection derived from asymmetric information. Informal institution such as trust, culture and moral norm have affect on the evolutional path and speed of vegetable safety. On the other hand, it is also a significant governance mechanism of vegetable.
